Building Teleplan Billing Engine For Simple Care Clinic

Project Overview

I am building a custom virtual clinical platform and need a strong TypeScript/Node developer to:

  1. Build a standalone Teleplan Billing Engine for BC MSP
  2. Integrate it with Medplum (open-source TypeScript/FHIR EMR)
  3. Integrate it with our scheduler to support real-time BC MSP health-card eligibility checks

This must be production-ready and capable of passing MSP/Teleplan Ministry certification and test cases. This is a fast build with daily updates required.

Timeline & Compensation

  • Target: Full delivery within 14 days
  • Must be able to start immediately
  • Daily text updates on progress (short, focused updates are fine)
  • Compensation: $ USD with $500.00 bonus if completed in 30 Days from start date.

The final system must support:

  • Real-time MSP health card eligibility (POS) checks
  • Generating Teleplan claims
  • Submitting claims via SFTP (test + production)
  • Downloading remittance files
  • Parsing remittances and feeding results back into Medplum
  • Handling refusals + resubmissions

Scope & Deliverables

A. Teleplan Billing Engine (Core)

  • Written in TypeScript
  • MSP claim creation model
  • Fixed-width Teleplan ASCII batch generator
  • Automated SFTP upload to Teleplan (test + prod)
  • Batch numbering / sequencing
  • Remittance file download
  • Full remittance parser
  • Refusal resubmission logic
  • Robust logging + error handling
  • Engine should deliver results back into Medplum via FHIR ClaimResponse.

B. Medplum Integration

  • Create REST endpoints and/or internal services to:

  • Trigger claim creation on Encounter completion

  • Associate remittance results back to Patient + Encounter

  • Update Medplum Claim / ClaimResponse resources automatically

  • Build a simple admin dashboard inside Medplum to:

  • View pending batches

  • View remittance status
  • View errors / rejections

C. Ministry Certification Prep

  • Ensure claim and remittance file formats match Teleplan specs exactly
  • Provide sample test claim files
  • Assist with test submissions to Teleplan
  • Support us through to final Ministry approval

Required Skills

  • Strong TypeScript (Medplum is TypeScript-based)
  • Experience with SFTP automation
  • Experience generating fixed-width ASCII files
  • PostgreSQL
  • Ability to read and understand Java code
  • Youll use OSCAR EMR Teleplan Java as a reference implementation
  • You dont need to write Java, just follow the logic
