Workforce Development Manager


Job Description:

We are seeking an experienced Workforce Development professional to lead large-scale blue-collar hiring for our business requirements. This role demands strategic thinking and operational efficiency in driving bulk recruitment, optimizing hiring timelines, enhancing candidate quality, and strengthening recruitment funnels globally.


This is a highly responsible position involving multiple stakeholders including internal teams, third-party vendors, and external partners. The successful candidate will be able to drive end-to-end blue-collar hiring with high-volume targets.


  • Develop and execute workforce development strategies for blue-collar hiring.
  • Monitor and enhance monthly hiring quantity ensuring saturation of Pharmacist positions.
  • Improve fill rates using rolling 4-week check mechanisms.
  • Ensure timely onboarding of delivery personnel from the Manpower Requisition Form date.
  • Maintain optimal candidate pipeline health and bench stock for delivery staff.
  • Execute regional hiring drives, job fairs, and collaborate with local channels for sourcing.
  • Implement innovative sourcing strategies and recruitment channels for semi-urban/rural outreach.
  • Conduct vendor management and performance evaluations for third-party hiring agencies.
  • Lead a team of recruiters; monitor performance, train, and mentor team members.
  • Partner with internal stakeholders to understand business demands and align recruitment metrics accordingly.

Preferred Candidate Profile:

Expertise in workforce development and blue-collar workforce planning.

Strong data orientation and proficiency in Excel dashboards & analytics.

Vendor management and negotiation skills.

Excellent stakeholder management and communication.

Ability to manage hiring timelines under tight deadlines.

Leadership with a focus on execution and scalability.
