The role of a Strategic Growth Facilitator is to drive business expansion through informed strategic planning, partnership development, and cohesive team execution in the federal marketplace.This position focuses on identifying opportunities, crafting compliant and competitive strategies, and cultivating lasting relationships with prime contractors, subcontractors, and small businesses to ensure successful bids and contract awards.The position plays a pivotal role in pre-award strategy, partner alignment, and pipeline development across federal agencies.Key ResponsibilitiesFederal Market Development: Identify, qualify, and track federal contracting opportunities through market research, procurement forecasts, and contract vehicle analysis.Analysis and Strategy: Analyze RFIs, Sources Sought, Draft RFPs, and final solicitations to inform capture decisions and teaming strategies.Capture Support: Support go/no-go decisions by assessing win probability, competitive landscape, and federal acquisition strategy.Teaming and Capture StrategyTeam Strategy Development: Develop and execute teaming strategies for targeted federal opportunities in alignment with agency requirements, set-aside rules, and acquisition methods.Partner Evaluation: Identify and evaluate teaming partners based on technical capabilities, past performance, socio-economic status, security posture, and compliance history.Agreement Coordination: Lead coordination of NDAs, Teaming Agreements, MOUs, Joint Venture/CTA arrangements in accordance with FAR, DFARS, and SBA regulations.Compliance Assurance: Ensure teaming structures and workshare allocations comply with SBA limitations on subcontracting.Strategic PartnershipsRelationship Management: Establish and maintain long-term relationships with federal primes, small business partners, and strategic industry collaborators.Liaison Role: Serve as the primary liaison between the company and teaming partners throughout capture, proposal development, and award phases.Industry Engagement: Represent the company at federal industry days, matchmaking events, pre-proposal conferences, and agency outreach engagements.Reporting and OperationsData Management: Maintain accurate and up-to-date opportunity and partner data in CRM and pipeline tracking systems.Reporting: Prepare capture briefings, pipeline reports, and partner assessments for executive leadership.Performance Tracking: Track teaming performance, pipeline conversion, and capture success rates.RequirementsBachelor's Degree: Bachelor's degree in Business Administration, Management, Public Administration, or related discipline (or equivalent federal contracting experience).Federal Experience: Demonstrated experience in federal business development, capture management, or partnering within the U.S. Government marketplace.Knowledge: Strong working knowledge of FAR, DFARS, SBA small business programs, and federal acquisition lifecycle.Strategic Ability: Proven ability to develop and manage compliant teaming arrangements and strategic partnerships.PREFERRED QUALIFICATIONSFamiliarity with Federal Set-Aside Programs: Experience with federal set-aside programs (8(a), SDVOSB, WOSB, HUBZone).Awareness of Major Agencies: Familiarity with major federal agencies and contract vehicles (e.g., GSA MAS, SEWP, CIO-SP, Alliant).Proposal Support: Experience supporting proposal efforts valued at $5M+ as prime or subcontractor.Certifications: Capture Management or Federal Business Development certifications preferred.Core Competencies and SkillsFederal Capture Strategy: Federal capture strategy and pipeline developmentPartner Vetting: Partner vetting and competitive analysisFAR/SBA Compliance: FAR/SBA compliance and risk managementNegotiation and Communication: Strong negotiation, communication, and executive engagement skillsMultitasking: Ability to manage multiple federal pursuits simultaneously,
