PROJECT MANAGER (ENGLISH PROJECTS)

About Centre for Learning Resources (CLR) Centre for Learning Resources (CLR) is one of the oldest Indian non-profit educational institutions of the Society for Educational Improvement and Innovation, based out of Pune, founded by India's veteran educator couple John Kurrien & Zakiya Kurrien. We have been working in the domains of early childhood care and development (ECCD), Foundational literacy and numeracy (FLN) & English as a second language (ESL) since 1984. We have supported various government organizations and NGOs across the country, including Maharashtra, Chhattisgarh, Jharkhand, Uttarakhand, Odisha, Uttar Pradesh, Bihar, Andhra Pradesh, and Rajasthan. Offshore engagements have included Indonesia & Nepal.
CLR's vision is to assist in creating a more just and equitable society through the integrated development of children from marginalized communities, such that they grow up in child-centred environments that nurture their holistic growth and learning. Our mission is to build large-scale capacities of the ICDS systems, which are charged with this responsibility, so they can deliver effectively. Background to CLR's work in the teaching of English Most poor and lower-middle-class students and youth in urban and rural India have extremely limited English skills, despite learning English as a second language for a considerable number of years. CLR believes that a basic proficiency in English is empowering for disadvantaged communities. At the same time, India is a country of diverse home languages, where the acquisition of English skills is challenging and has to be placed in a multilingual context. Based on this understanding, we have researched and developed content and training programs in audio, digital and print formats, using bilingual pedagogical approaches to strengthen the spoken English and literacy skills of students and the English proficiency of teachers in regional medium schools. We have also launched similar initiatives for out-of-school youth and adult learners. Therefore, have the potential to cause a large-scale societal transformation through the work they do by enabling a more significant number of our underprivileged children to lead more fulfilling lives.
Overview of the Position We are seeking a dynamic Project Manager to lead our initiatives focused on strengthening English language teaching in government regional medium schools. At CLR, the role of a Project Manager is highly aspirational, offering immense opportunities to learn, innovate, and create a meaningful impact at a systemic level. The Project Manager will be pivotal in ensuring the seamless execution of all project activities and will be empowered to make independent, data-driven decisions to drive the success of the project.
Key Roles and Responsibilities The Project Manager will have the following roles and responsibilities:
1. Project Implementation (Weightage: 20%)
- Strategic Planning: Lead the development of the annual Log Frame, KPI Framework, and quarterly work plans.
- Execution Oversight: Plan, oversee, and ensure on time execution of all project activities and logistics.
- Program Quality Assurance: Ensure the program design enables schools/teachers/systems to consistently and effectively implement all interventions under the project.
- Quality Monitoring: Conduct classroom validation visits to monitor and ensure quality implementation.
- Assessment & Data Review: Plan, oversee, and ensure the execution of teacher and student assessments (baseline-endline), and review data to track committed year-on-year growth in learning outcomes.
2. Stakeholder and Funder Management (Weightage: 20%)
- Government & NGO Engagement: Build and maintain strong, collaborative relationships with government stakeholders, partner NGOs, and other ecosystem partners.
- Reporting & Reviews: Drive the preparation and submission of all project progress reports. Lead and coordinate quarterly planning and review meetings with state and district-level government officials and funders.
- Intervention Co-Design: Work with government stakeholders to co-design interventions to achieve systemic impact.
- Documentation: Ensure all project MoUs, compliances, and utilization certificates are filed with zero error.
3. Team and Talent Management (Weightage: 20%)
- Team Leadership: Oversee the team to ensure achievement of team objectives. Focus on accountability and ownership, ensuring team members deliver targets on time and with quality.
- Performance & Development: Develop and strengthen team capability through coaching, mentoring, and performance management.
4. Training and Capacity Building (Weightage: 15%)
- Training Planning & Execution: Oversee the planning, logistics, and delivery of teacher trainings, ensuring smooth execution and active participation.
- Capacity Development: Assess teacher skill gaps and facilitate focused initiatives to strengthen their capabilities.
- Feedback & Improvement: Collect and analyze feedback from training participants and provide actionable insights to the content team for continuous improvement.
- Reporting & Documentation: Prepare training reports, track attendance and engagement, and maintain records of training outcomes.
5. Partnerships, Research & System Support (Weightage: 25%)
- M&E & Data Analysis (15%):
- Finalize and implement the annual M&E plan and tools in association with the M&E team.
- Ensure robust data monitoring by checking and validating classroom observation quality and student/teacher assessment data digitization and cleaning processes.
- Support the review of quarterly dashboards and ensure field insights are reflected into program design.
- Partnerships (10%): Strengthen ESL vertical sustainability by generating new strategic partnerships in the region.
- Research Support (Implicit): Provide systematic support to the Research vertical, specifically for the study on Acquisition of English in Multilingual Schools. This includes planning, monitoring observation visits, and ensuring alignment.
Qualifications and Competencies
Necessary
- Bachelor's degree in any field; Master's in Education or Development preferred.
- 5–8 years of experience in project implementation and facilitation.
- Experience in Maharashtra, especially with Zilla Parishad schools, preferred.
- Prior experience managing small teams preferred.
- Interest or experience in facilitating capacity-building workshops is an advantage.
- Willingness to travel across the state.
Desirable
- At least 3–5 years of experience in the education sector, preferably working with teachers and school systems.
- Degree or certification in English Language Teaching (ELT) is desirable.
- Knowledge of Marathi and Hindi.
- Exposure to public education systems.
- Experience with education or literacy research projects.
- Understanding of scaling development interventions.
- Willingness to learn program nuances.
Knowledge, Skills & Capabilities
- Excellent written and oral communication; functional knowledge of Marathi and English preferred.
- Basic experience in project design and monitoring & evaluation (M&E).
- Commitment to the potential of public systems to improve outcomes and reduce inequities.
- Initiative and ability to work independently in semi-structured environments.
- Adaptability and resourcefulness in changing circumstances.
- Openness to learning.
- Ability to build and maintain relationships with diverse stakeholders.
- Strong presentation skills and proficiency with Excel, Google Suite, and data sets.

Remuneration CTC will be INR LPA depending upon experience and skills.

Chetan Bhangdia, Director Chetan Bhangdia has extensive experience spanning more than 25 years in conceptualizing, building and delivering data and technology capabilities spanning strategy, programs, products, services, team set up and operations. He is an Engineer with a postgraduate degree in management. He takes care of select program verticals, production, research, M&E and all the organisational development functions at CLR.
Anurata Tribhuvan, Head of Production & Media and English Programs Anurata comes with 18+ years of experience in the field of production and media communication. She has a double Master's in Communication Media for Children from SNDT University and in Psychology from Pune University. Apart from being a CLR veteran, she has worked with SFM Radio, Star Pravah TV, ICC for Kids & Natives Communications. Over the years she has produced 800+ modules in all formats of e-learning content modules and video productions.
Sufia Azmat, Head of Research and Monitoring Dr. Sufia Azmat has eighteen years of experience around Teaching, Curriculum Development, Research, and Policy Practice. After completing a Masters in Social Work from Aligarh Muslim University, she secured a Doctorate in Social Work and Child Care Practice from Jamia Millia Islamia. She has authored 10 papers around ECD concerns and participated in several international and national conferences. She has led 2 major projects funded by ICSSR and NHRC and many minor projects. The thrust areas of her research and practice remain Early Childhood Development, Foundational Literacy and Numeracy, Maternal and Child Health, disaster and resilience, and Parenting using a Rights-Based Approach.
Kishore Jagtap, Program Lead Kishorkumar Jagtap is Program Lead at CLR, with over 14 years of experience in the education sector with a strong foundation and passion for impactful change. He specializes in organization development, stakeholder management, and strategic planning and implementation of educational programs. Throughout his career, he has successfully led initiatives that drive institutional growth and improve program outcomes. His expertise lies in aligning educational strategies with organizational goals, ensuring sustainable and scalable development. Known for his collaborative approach, he builds strong relationships with internal and external stakeholders to foster innovation and continuous improvement. He holds a Bachelor's degree in Engineering and brings a methodical, results-driven mindset to every project he leads.
