Role Summary
We are looking for a detail-oriented Tender Specialist dedicated exclusively to managing tender procurement and submission activities. The person will search and monitor tender portals, analyze tender documents, attend all tender-related meetings, create submission checklists, prepare and coordinate tender paperwork, and ensure timely, compliant bid submissions. Fluency in Odia, English and Hindi is mandatory. Strong MS Office skills (Excel, Word, PowerPoint) and excellent organizational habits are required.
Key Responsibilities
Proactively search, monitor and shortlist relevant tenders on online portals (national/state/city level) and through local networks.
Download and collate all tender documents and addendums; maintain an organized tender repository.
Read and interpret tender documents thoroughly — scope, eligibility, timelines, commercial terms, submission formats, technical requirements, NOCs, and statutory conditions.
Attend pre-bid / pre-proposal meetings, site visits and all tender-related interactions; take clear minutes and follow up on action items.
Prepare a detailed Tender Checklist for each opportunity listing all required forms, certificates, financial documents, annexures, approvals, drawings, etc.
Coordinate with internal teams and external vendors for collection of supporting documents.
Draft and format tender documents, technical write-ups, CVs, capability statements, and presentations.
Prepare and maintain standard templates: cover letters, annexures, bank guarantee formats, declarations, and proposal checklists.
Maintain a tender calendar with deadlines, submission modes, and reminders.
Ensure compliance with tender formats, page limits, annexure sequencing and signature/attestation requirements.
Support bid submission (online or physical) and follow up until receipt is confirmed.
Record and file all tender submissions and outcomes; prepare post-bid summary reports.
Track and notify management of corrigenda, addenda and clarifications.
Must-have Qualifications & Skills
Fluent in Odia, English and Hindi (reading, writing and speaking).
Proficient in MS Excel, Word and PowerPoint.
Strong attention to detail and ability to interpret tender clauses.
Excellent organizational and time-management skills.
Good written communication skills.
Experience attending meetings and representing the company.
1–3 years experience in tender preparation, bid coordination or proposal management.
Desired / Nice-to-have
Familiarity with national and state tender portals.
Experience with EMD, PBG formats and financial instruments.
Basic understanding of financial statements and CA certificates.
Experience in events, municipal projects, or government procurement.
KPIs / Performance Metrics
Number of tenders identified & qualified per month.
On-time submission rate.
Completeness of submissions.
Zero-documentation-error record.
Quality of meeting minutes and follow-ups.
