Job Summary

We are seeking a Techno-Functional Business Analyst to lead requirement gathering, process re-engineering, and functional oversight of e-Governance projects. The ideal candidate will bring strong functional knowledge of government service delivery processes, along with the ability to interface with technical teams to ensure alignment with Java/.NET, mobile, and integration-based solutions.

Key Responsibilities

• Stakeholder & Requirement Management (Functional)

• Interact with government departments, end-users, and citizen service stakeholders to capture business requirements.

• Translate requirements into BRDs, FRDs, SRS, and wireframes for technical implementation.

• Align requirements with Government Process Re-engineering (GPR) and citizen charter service-level metrics.

• Functional Oversight of Projects (Functional)

• Re-engineer manual/public service workflows into digital-first delivery models.

• Support UAT, validate against KPIs, and ensure adoption across departments.
• Provide ongoing functional feedback to developers, QA, and UX teams.

• Monitor SLA compliance, service usability, and citizen experience.

• Technology Coordination (Technical Awareness)

• Liaise with technical teams working on Java/.NET, APIs, Aadhaar/eSign/DigiLocker integrations, and mobile platforms.

• Ensure that functional needs are correctly mapped into technical architecture.

• Review prototypes, dashboards, and MIS reports for functional validation.

• Governance & Documentation

• Maintain traceability matrix and change logs throughout SDLC.

• Ensure compliance with QMS, ISO, IT governance, audit requirements, and RTI obligations.
• Contribute to policy/process documentation in line with MeitY and GoM guidelines.

Technical & Functional Skills

• Strong expertise in Business Analysis, Requirement Gathering, UAT, and Process Mapping (Core functional focus).
• Familiarity with Java/.NET-based citizen-facing solutions (awareness, not deep coding expertise).
• Working knowledge of APIs, system integrations, Aadhaar stack, eSign, DigiLocker, and mobile app workflows.
• Proficiency in tools: JIRA, Confluence, MS Visio, Figma, Balsamiq, MS Office Suite.
• Understanding of ISO 9001, ISO 27001, CMMI, and IT governance frameworks.
• Exposure to MIS dashboards, citizen grievance portals, RTI compliance desirable.

Qualifications

• B.E./B.Tech/MCA or Masters in IT, Computer Science, or related domain.
• 4 to 8 years of functional experience in e-Governance or PSU IT projects, with proven record in requirement analysis, stakeholder engagement, and UAT coordination.
• Strong communication and facilitation skills for bridging functional needs and technical implementation.
• Prior experience in government/public service delivery systems will be an advantage.
