>>Qualification & Experience:
- Educational Background: B.E/B Tech/MCA in Computer Science or Information Technology, with an MBA in related disciplines.
- Experience: Over 10 years of relevant experience in E-Governance projects for central or state government.
- Certifications: Professionally certified in recognized project delivery methods such as PMI/PMP/PRINCE2 or Common Information Management Method.
- Additional Skills: ITIL Foundation proficiency is desirable.
>>Key Responsibilities:
- E-Governance Expertise: Leverage extensive experience in E-Governance projects to drive IT-enabled service delivery for Government-to-Government (G2G), Government-to-Business (G2B), and Government-to-Citizen (G2C) interactions.
- Toolkit and Framework Development: Create and enhance toolkits, frameworks, and capacity-building initiatives to support IT service delivery.
- Procurement and Bid Management: Manage government procurement processes and bid management effectively.
- Contract Management: Oversee vendor contracts, ensuring compliance and performance.
- Change Management: Implement and manage change management processes to ensure smooth transitions and adoption of new systems.
- Documentation: Prepare detailed project documentation, including Detailed Project Reports (DPRs), Requests for Proposals (RFPs), and Functional Requirement Specifications (FRS).
>>Skills and Competencies:
- E-Governance Projects: Proven track record of managing E-Governance projects.
- Government Processes: Strong understanding of government procurement and bid processes.
- Contract Management: Proficiency in managing vendor contracts.
- Change Management: Expertise in change management practices.
- Documentation: Excellent documentation skills, particularly in preparing DPRs, RFPs, and FRS.
- Project Management: Proven experience in managing large-scale IT projects from inception to completion.
- Regulatory Knowledge: Understanding of government regulations and policies related to IT and E-Governance.
