Job Title: Digital Transformation Program Lead

As a seasoned professional, you will oversee the strategic execution of the 'Digital by Design' mandate of the Telecom Act 2023. This entails guiding cross-functional teams and driving the digital transformation agenda across telecom governance and service delivery platforms.

The successful candidate will lead the integration of 40+ portals of the Department of Telecom (DoT) into a unified, scalable, and secure digital platform. You will also be responsible for building and managing technical teams, collaborating with senior stakeholders, and ensuring implementation of robust QA, cybersecurity, and testing frameworks.

Key Responsibilities:

  • Lead Strategic Planning: Develop and implement IT initiatives aligned with the goals of the IBV of C-DOT and the Telecom Act 2023.
  • Drive Digital Transformation: Oversee the integration of 40+ DoT portals and drive the Digital by Design transformation initiative under the new Telecommunication Act.
  • Technical Leadership: Build and manage IBV's technical teams, including defining resource needs, sourcing plans, and team structure.
  • Cross-Functional Collaboration: Collaborate directly with the CEO, COO, senior consultants, and domain experts in Telecom, IT, Regulation, and Finance.
  • Team Guidance: Guide cross-functional technology teams, including Solution Architects, Business Analysts, Frontend/Backend Developers, Mobile App Developers, RPA Experts, DevOps and Cloud Engineers.
  • Quality Assurance: Ensure implementation of robust QA, cybersecurity, and testing frameworks.
  • User Support: Manage training, user support/helpdesk, and communication/media teams for seamless user onboarding and assistance.
  • Innovation Culture: Foster a culture of innovation and continuous improvement.
  • Operational Efficiency: Drive initiatives to enhance operational efficiency, process automation, and performance monitoring.
  • Regulatory Compliance: Engage with DoT and C-DOT stakeholders to identify regulatory compliance needs and ensure alignment.
  • Emerging Technologies: Track and incorporate emerging technologies (AI, Cloud, RPA, 5G readiness) to future-proof solutions.
  • Representative Leadership: Represent the program in strategic reviews, governance meetings, and government-level briefings.
  • Project Vision: Provide visionary leadership for projects of national importance in the telecom & IT domain.
Qualifications & Experience:">

The ideal candidate should have a Bachelor's degree in Engineering (Telecom, IT, Computer Science, or related) from a reputed institute and at least 25 years of total experience in Telecom and IT sectors. A proven track record in IT and software delivery leadership, telecom regulatory alignment, leading national-scale e-governance or telecom transformation programs, is required.

The candidate should possess strong skills in software development & lifecycle management, systems integration & cloud infrastructure, cybersecurity, compliance, and quality assurance. Additionally, a deep understanding of the Indian telecom regulatory framework and public sector ecosystem is necessary.
