Role Overview

The Compliance Manager (CM) is responsible for managing EMPHORIA's statewide driver ecosystem to ensure availability, retention, loyalty, welfare, and compliance across the Odisha logistics operations.

In a high-attrition, driver-sensitive logistics environment, this role plays a pivotal part in securing operational continuity, reducing supply disruptions, stabilizing driver-owner relationships, and building agency partnerships.

The CM works closely with the Manager – Operations (MO), Cluster Operations Managers (COMs), and Fleet Leads to ensure driver readiness 97%, attrition 8%, and operational reliability 98%.

Key Objectives

  • Build a reliable, compliant, and loyal driver ecosystem across all Odisha clusters.
  • Maintain statewide driver availability 97% with 1 backup driver per 3 vehicles.
  • Institutionalize driver engagement programs to reduce attrition and improve retention.
  • Enforce strict compliance controls for driver documentation, safety standards, and behavioral governance.
  • Partner with agencies to secure scalable and future-ready driver capacity pipelines.

Roles & Responsibilities

A. Driver Availability & Backup Deployment

  1. Maintain a real-time driver readiness dashboard integrated with CommandNet for statewide visibility.
  2. Ensure minimum 1 standby driver for every 3 active vehicles in all clusters.
  3. Deploy replacements within 24 hours in case of absenteeism, medical leave, or emergency dropouts.
  4. Coordinate daily with COMs and Fleet Leads to monitor driver attendance and resource utilization.
  5. Build an HO-controlled "emergency standby driver pool" to avoid trip cancellations and SLA breaches.

B. Driver Retention & Engagement

  1. Design and execute driver loyalty and retention programs:

  2. Weekly payouts for high-performing drivers

  3. Festival bonuses and attendance-based incentives
  4. Medical and accidental insurance schemes
  5. Loan support and emergency fund facilities

  6. Organize quarterly driver-owner community meets across clusters to strengthen trust and transparency.

  7. Develop performance-linked recognition frameworks to reward consistency, safety, and reliability.
  8. Build grievance redressal mechanisms to resolve driver-related issues within 48 hours.

C. Compliance & Behavioral Governance

  1. Maintain a verified, centralized driver master database covering:

  3. Aadhaar & KYC
  4. Insurance, permits, and police verifications
  5. Medical fitness certifications

  6. Enforce zero-tolerance compliance policies for:

  7. Safety violations

  8. Alcohol/drug usage
  9. Harassment or misconduct incidents
  10. SLA breaches due to negligence

  11. Conduct monthly compliance audits in collaboration with COMs to ensure all vehicles and drivers are 100% document-ready.

D. Strategic Capacity Planning & Agency Management

  1. Forecast driver demand vs supply gaps based on new client acquisitions and upcoming EPC projects.
  2. Build partnerships with regional driver agencies and formalize capacity agreements through MoUs.
  3. Maintain an updated database of agency-linked standby drivers for contingency deployments.
  4. Create a scalable capacity model aligned with EMPHORIA's 5-year growth roadmap.
  5. Implement a dual-sourcing strategy to avoid over-dependency on any single agency, capping agency-supplied drivers 15%.

E. Collaboration & Integration

  1. Work closely with:

  4. LFP to manage driver payouts, penalties, and incentives.
  5. HL to design statewide capacity-building strategies.

  6. Provide daily driver readiness reports and monthly retention dashboards to HOL.
