POSITION SUMMARY

As Sr. Manager, Talent Systems & Skills Intelligence, you will serve as the enterprise steward for talent systems and skills insights that power ETS's shift to a skills-based organization. You will own the governance and adoption of core talent technologies including performance, learning, succession, and engagement modules in the new HRIS and ensure they are configured to deliver measurable business value. You will also build ETS's skills intelligence hub, helping to construct our enterprise skills taxonomy; and turning workforce data into clear insights for HRBPs, leaders, and executives to inform decisions on succession, workforce planning, performance, and development.
You will also be deeply engaged in the evolution and execution of our AI Academy and Innovation Hub, including areas involved in thought leadership and innovation around adoption of this technology both in our People Team as well as business as well as influencing the construction of learning experiences as well as execution and tracking/ROI of our AI development programs.
In addition, you will oversee ETS's global compliance training and reporting portfolio, including FedRAMP, ISO, GDPR, and other mandatory programs, ensuring audit readiness and scalable processes as federal client requirements expand. This role blends systems expertise, data fluency, and compliance rigor with innovation in AI and skills enablement.
PRIMARY RESPONSIBILITIES
Talent Systems, Intelligence and Skills Insights
- Serve as the functional owner for all talent technology platforms (performance management, talent management, learning, and engagement within the new HRIS, plus any integrated external solutions).
- Act as the bridge between Talent Management, HRIS, and implementation partners, Total Rewards, ensuring requirements for skills, performance, learning, and succession are fully captured and prioritized.
- Govern system configuration, workflows, and data standards for talent processes, ensuring consistency across ETS while enabling local flexibility where required.
- Drive adoption and continuous optimization of talent technologies, ensuring they are user-friendly, embedded in manager/employee workflows, and deliver the intended ROI.
- Evaluate and oversee integration of external talent solutions (e.g., skills intelligence platforms, talent marketplaces) into ETS's talent ecosystem, ensuring alignment with the skills-based organization strategy.
AI Adoption
Lead the integration of AI into ETS's talent systems and workforce development strategy. This includes embedding intelligent tools-such as skills inference engines, AI agents, and talent marketplaces-into performance, learning, and succession workflows. Partner with the AI Academy and Innovation Hub to shape enterprise-wide AI literacy programs, influence the design of AI-enabled learning experiences, and track adoption metrics and ROI. Ensure responsible use of AI by aligning implementations with ETS's ethical standards, data governance protocols, and business value objectives.
Compliance Training & Reporting (FedRAMP + Others)
- Own and govern the global compliance training portfolio, including mandatory areas such as harassment prevention, workplace safety, information security, FedRAMP, ISO, and GDPR.
- Deploy and monitor enterprise-wide compliance training campaigns through the LMS, ensuring timely completion and consistent coverage across ETS and PSI.
- Educate and enable managers and HRBPs to interpret compliance data, link training and ratings to merit decisions where required, and apply escalation rules consistently.
- Maintain audit-ready documentation of completions, escalations, and exceptions for internal, federal, and client audits.
- Serve as liaison with Legal, InfoSec, and Compliance to ensure all training requirements meet regulatory, client, and federal contract obligations.
- Design processes with scalability in mind, anticipating the needs of a growing federal client base (e.g., U.S. citizenship restrictions, federal reporting standards) and ensuring the organization can scale seamlessly in FY27–28.
Vendor & Systems Alignment
- Maintain a master inventory of learning and compliance vendors across ETS and PSI, ensuring each meets regulatory, security, and FedRAMP readiness standards.
- Partner with HRIS/IT on LMS data accuracy, integrations, and system improvements.
- Support the global HRIS implementation, ensuring talent, performance, learning, and succession modules are configured to meet ETS's skills-based strategy.
- Evaluate and advise on external talent solutions, platforms, and tools for potential integration into ETS's ecosystem.
Training Administration & Analytics
- Create, launch, and track enterprise-wide training campaigns across ETS.
- Build dashboards and compliance scorecards (completion rates, overdue risk, manager follow-up).
- Integrate training and compliance data into broader talent intelligence reporting, connecting learning outcomes with skills development, performance, and merit processes.
- Partner with internal stakeholders and other departments to ensure all training administration, compliance or analytics requirements are met.
Process Governance & Documentation
- Establish standardized global SOPs for training deployment, escalation, and reporting across ETS and subsidiaries.
- Maintain compliance records for internal and external audits (ISO, FedRAMP, client audits).
- Ensure alignment with federal client expectations where U.S. citizenship is required (India role provides back-end reporting, with U.S. leaders as client-facing contacts)
Experience and Skills:
KNOWLEDGE/SKILLS
- Talent Systems Expertise: Deep knowledge of HR technology platforms (HCM, LMS, performance/talent modules) with ability to define requirements, govern configuration, and optimize adoption in a global, multi-entity environment.
- Skills Intelligence & Workforce Analytics: Ability to design and manage a skills taxonomy, consolidate verified and inferred skills data, and generate insights that drive workforce planning, succession, development, and diversity decisions.
- Data Storytelling & Visualization: Translates complex workforce data into clear, compelling dashboards and narratives that inform executives, HRBPs, and business leaders.
- Governance & Compliance Acumen: Knowledge of regulatory frameworks (FedRAMP, ISO, GDPR, workplace safety, harassment prevention) and ability to design processes that ensure audit readiness and client trust.
- Change Leadership: Shapes and sustains transformation initiatives that cut across geographies and teams, keeping energy high and progress on track in a constantly evolving environment.

- AI Literacy & Enablement: Familiarity with AI applications in HR (e.g., intelligent skills assessments, talent marketplaces, AI agents), and ability to embed AI tools responsibly into talent workflows.

- Strategic Communication: Clearly frames insights and new practices in ways that engage, educate, and mobilize diverse audiences.
EDUCATION AND EXPERIENCE
Required:
- Minimum of 6+ years of experience working with HR technology platforms, including HRIS talent modules (performance, learning, succession, engagement) and LMS platforms, ideally in a global or matrixed organization.
- Proven track record of supporting large-scale HRIS or talent technology implementations, including requirements gathering, configuration governance, and driving adoption.
- Experience developing or managing a skills taxonomy and applying skills intelligence to workforce planning, succession, performance differentiation, or learning strategies.
- Demonstrated ability to create and deliver executive-ready dashboards, reports, and narratives that turn complex talent data into actionable insights.
- Direct experience managing global compliance training portfolios (e.g., ISO, GDPR, FedRAMP, workplace safety/harassment prevention) with strong audit readiness and reporting rigor.
- Ability to partner across HR, business units, and technology teams to align systems, compliance, and workforce data with enterprise transformation priorities.
Preferred:
- Experience integrating or governing external talent solutions (skills intelligence platforms, internal mobility tools, or AI-enabled workforce applications).
- Familiarity with AI and automation in HR (e.g., skills inference engines, AI agents, or workforce analytics platforms) and applying them responsibly in enterprise settings.
- Background in workforce analytics, people data governance, or compliance reporting in a multinational context.
- Professional certifications or training in HR, analytics, learning systems, or workforce strategy (e.g., SHRM-SCP, CIPD, ATD, People Analytics, HCM system certifications) are a plus but not required
