Job Title: Sr Manager - Land & Project Development

Reporting Line: Head – Land & Project Development

Purpose of the Position

The Project & Land Development Manager is responsible for identifying suitable land for renewable energy projects, conducting feasibility assessments, negotiating land purchases, ensuring compliance with legal and regulatory requirements, obtaining approvals, and managing stakeholder relationships. The role also involves coordinating with internal teams, monitoring land acquisition progress, and reporting updates to senior management.

Responsibilities
  1. Wind Project Land Identification & Feasibility

    • Conduct site feasibility analysis for renewable energy projects.

    • Identify potential land acquisition opportunities and build a network of land aggregators.

    • Coordinate with state authorities for execution and approvals.

    • Ensure timely completion of title searches and land registrations.

  2. Wind Project Land Survey

    • Identify WTG locations, blade swing areas, and approach roads.

    • Prepare KMZ files and update final WTG locations in Field Measurement Books (FMB).

  3. Land Price Negotiation & Pre-ATS Agreements

    • Negotiate terms, conditions, and pricing with landowners and aggregators.

    • Obtain land records for Title Search Reports (TSR).

    • Execute Pre-Agreement to Sell (ATS) with landowners.

  4. Compliance & Land Documentation

    • Liaise with revenue officials for surveys, registrations, and mutations of land records.

    • Obtain approvals for non-agricultural (NA) conversion.

    • Coordinate with legal consultants and government agencies for dispute resolution.

    • Draft, review, and execute legal documents ensuring statutory compliance.

    • Manage litigation and respond to legal notices.

  5. Wind Power Project Land Conversion (NA)

    • Secure approvals for conversion of land from agricultural to non-agricultural from revenue authorities and district offices.

  6. Liaison with Government Agencies

    • Coordinate with nodal agencies for approvals and NOCs.

    • Liaise with revenue, district, forest, town planning, Gram Panchayats, Tahsildars, and police departments.

    • Engage with Sub-Registration departments for leases and rights acquisitions.

    • Liaise with the Airport Authority of India for height clearance NOCs and with MOD/MNRE for defence clearances.

    • Obtain construction layout approvals from Town Planning departments.

  7. Inter-Departmental Coordination

    • Collaborate with WRA, Business Development, Legal, Finance, Construction, and Project Development teams to ensure acquisitions align with business goals.

  8. Monitoring & Reporting

    • Track permits and approvals from authorities such as NA, DTP, AAI, and MOD.

    • Monitor government policy amendments related to land acquisition.

    • Provide timely reports on acquisition progress, timelines, and budgets to senior management.

  9. Risk Management & Dispute Resolution

    • Identify legal risks in land acquisition and mitigate them proactively.

    • Resolve conflicts between landowners, communities, and authorities.

    • Ensure maximum transactions are completed without legal disputes.

 
Skills and Qualifications
  • Education: Graduation in any stream

  • Experience: 15–18 years in land acquisition and project development in the renewable energy sector

  • Knowledge:

    • Strong understanding of local and central laws and regulations related to land and renewable energy projects

  • ICT Skills:

    • MS Office

  • Other Skills:

    • Strong negotiation, communication, and stakeholder management skills

  • Abilities:

    • Critical thinking and a proactive approach to risk management

  • Languages: English, Hindi, and local language as per project location
