Position: Tender Manager (EPC)

Job Profile:

The Tender Manager is responsible for overseeing all aspects of the tender and bidding process, from opportunity identification to contract award. The ideal candidate will have extensive experience with government and private sector EPC projects and possess strong technical, commercial, and strategic acumen. This role requires a strong understanding of the EPC industry, contract law (including FIDIC), risk management, and the ability to coordinate cross-functional teams to produce winning proposals.

Key Responsibilities:

Bid Strategy and Opportunity Management

• Proactively identify and track potential tender opportunities from various sources, including government portals, industry networks, and databases.

• Lead "bid/no-bid" meetings and perform initial analysis to assess project feasibility, profitability, and strategic fit.

• Develop a comprehensive bid strategy, including win themes, competitive pricing, and value propositions for each tender. Tender Preparation and Submission

• Lead the entire tender preparation process for complex, large-scale EPC projects, ensuring all documents are accurate, compliant, and submitted on time.

• Review and interpret tender documents, Requests for Proposals (RFPs), and technical specifications to identify all requirements, risks, and potential opportunities.

• Coordinate with internal teams—including engineering, procurement, legal, f inance, and contracts—to gather information and compile technical and commercial proposals.

• Prepare detailed cost estimates, Bills of Quantities (BOQ), and pricing models using advanced spreadsheet software.

• Ensure all tender submissions are of high quality, professionally presented, and formatted according to client guidelines. Contract and Stakeholder Management

• Manage communication with clients, consultants, and subcontractors throughout the tender process to clarify requirements.

• Negotiate contract terms and conditions with clients, subcontractors, and suppliers to secure the best possible outcomes.

• Support post-bid activities, including clarifications, negotiations, and contract f inalization.

• Build and maintain strong working relationships with key stakeholders, including clients, suppliers, and government agencies. Risk and Market Analysis

• Conduct a thorough risk assessment for each bid, covering technical, commercial, and legal aspects, and develop mitigation strategies.

• Stay updated on market trends, competitor activities, pricing, and regulations to inform bid strategies.
• Maintain a repository of all tender-related documentation, market intelligence, and "lessons learned" feedback for continuous improvement.

Qualifications

• Education: Bachelor's degree in Engineering (Civil, Electrical, or Mechanical) or Business Administration.

Experience:

• Minimum of 6–8 years of progressive experience in tender or bid management within the EPC industry.
• Proven track record of winning large-scale EPC contracts in either the private or public sector.

Skills:

• In-depth knowledge of international tendering procedures, including those for multilateral-funded projects, and FIDIC contracts is a plus.

• Strong project management, organizational, and time management skills, with the ability to meet tight deadlines.

• Excellent analytical, negotiation, and communication (written and verbal) skills.

• Proficiency in tendering software and MS Office Suite, especially advanced Excel.

• Demonstrated ability to lead and coordinate cross-functional teams effectively.
