Consultant Grade I (Analytics)

Location: Delhi

Project: Department of Social Justice & Empowerment

Employment type: Contract

Contract Duration: 1 year

No. of Positions: 7

Experience 3 to 8 years

Educational Qualifications:

  • A first-class graduate in Statistics/ Data Science/ Mathematics/ Computer Science/ or related field (from institutes ranked by NIRF 2024 either Top 100 in Overall or Top 100 Universities or Top 50 Colleges or Top 50 in Management).
  • Applicants with a Post-Graduate degree/diploma in Data Analytics, Applied Statistics, Business Analytics, or related fields will be given preference.

Experience:

  • Proven experience in data analytics, monitoring & evaluation (M&E), policy research, or program analysis in government/PSUs/private sector.
  • Strong expertise in statistical methods, predictive modeling, and advanced data analysis.
  • Experience in managing and analyzing large-scale datasets, surveys, or administrative data.
  • Proficiency in tools such as R, Python, SQL, Excel, Power BI, Tableau, or other data visualization platforms.
  • Track record of preparing analytical reports, dashboards, and policy briefs for decision-making.
  • Familiarity with social sector datasets, MIS systems, and performance monitoring frameworks.
  • Strong problem-solving, critical thinking, and communication skills.
  • Experience in capacity building, training, or mentoring related to data use in organizations.

Skills and Expertise:

The Consultant is responsible for strengthening evidence-based decision-making by designing, implementing, and monitoring data-driven systems, tools, and frameworks. The role involves ensuring data quality, conducting advanced analysis, and providing insights to optimize policy formulation, program performance, and resource allocation.

Job Description Roles and Responsibilities:

  • Develop, implement, and monitor analytics frameworks and data management systems.
  • Collect, clean, validate, and analyze data from multiple sources (government schemes, surveys, MIS).
  • Conduct statistical analysis, forecasting, and impact evaluation of government programs.
  • Provide strategic insights to senior management based on data trends and evidence.
  • Ensure data accuracy, compliance with governance protocols, and ethical standards.
  • Collaborate with IT teams for automation of data collection, development of interactive dashboard and reporting systems.
  • Support monitoring & evaluation (M&E) of schemes and projects, recommending improvements.
  • Draft analytical reports, policy briefs, and technical notes for program and policy review.
  • Build capacity of staff and stakeholders through workshops and training on data use and analytics.
