Educational Qualifications

• Bachelor's or Master's Degree in Computer Science, Information Technology, Electronics, or related fields from a recognized university
• Graduate /Post Graduate from a recognized university in India or abroad, with the requisite qualifications and experience
• A Master's degree (M.Tech, PG in IT/ Electronics or MBA in IT Management) is preferred for senior roles.

Technical Skills & Experience

• Minimum 3-8 years of relevant experience.
• Website Development & Government Portal Management – Demonstrated experience in designing, maintaining, and securing large-scale government portals using CMS platforms (e.g., Drupal, WordPress), with emphasis on uptime, accessibility, and compliance with GoI guidelines.
• Business Analytics & Data Governance – Hands-on expertise in data modeling, MIS reporting, and analytics to support evidence-based decision-making; adept at managing relational databases and ensuring high data integrity.
• Cyber security & Regulatory Compliance – Applied knowledge of national cyber security standards (e.g., CERT-In guidelines), including vulnerability assessment, penetration testing, and secure system design in government ecosystems.
• Cloud Infrastructure & Server Operations – Proven experience with cloud migration, server configuration, and maintenance using platforms such as NIC Cloud, AWS, or Azure, aligned with e-Governance requirements.
• Application Lifecycle Support – Skilled in debugging, maintaining, and enhancing software solutions across government departments; ensures seamless digital services and stakeholder engagement.
• e-Governance & Public Sector Digitization – Involved in implementing digital platforms and automation tools across central/state schemes, with working knowledge of service delivery frameworks under NeGP.
• Policy Alignment with Digital India – Operational understanding of flagship initiatives under Digital India, such as eOffice, DigiLocker, and UMANG, and ensuring compliance with IT Act and allied policies.
• Stakeholder & Agency Collaboration – Effective coordination with NIC, state informatics units, and other government bodies to align technology solutions with administrative and policy needs.

Job Description – Roles and Responsibilities

1. Technical Support for Government Dashboards & Portals

• System Administration & Performance Optimization – Proactive management of government dashboards and portals, ensuring high availability, resolving technical glitches, and driving system efficiency.
• Data Integration & Real-Time Management – Expertise in structured data flow, validation, and real-time integration across platforms to support evidence-based governance.
• User Access & Cyber security Oversight – Administering secure user access controls in alignment with GoI cyber security protocols; ensuring data protection and system resilience.
• Portal Enhancement & Customization – Driving user-centric improvements through UI/UX enhancements, feature roll-outs, and alignment with department-specific needs.
• Usage Analytics & Continuous Improvement – Leveraging portal analytics to assess system performance and introduce iterative enhancements.

2. Capacity Building of Government Functionaries

• Digital Literacy & Technical Training – Designing and delivering structured learning sessions to upskill officials on IT systems, dashboard usage, and digital workflows.
• Policy Compliance & Data Security Sensitization – Familiarizing stakeholders with IT policies, data protection norms, and departmental compliance requirements.
• Interactive Demonstrations – Conducting simulation-based trainings and walkthroughs for portal navigation and data entry protocols.
• Blended Learning & Knowledge Reinforcement – Developing e-learning modules, refresher sessions, and continuous engagement models tailored to role-specific needs.
• Impact Assessment & Adaptive Learning – Capturing participant feedback to refine training content and maximize effectiveness.

3. Knowledge Transfer & Technical Synergy with NIC

• Process Documentation & SOP Standardization – Creating comprehensive manuals, process flows, and user guides to ensure replicability and institutional continuity.
• Cross-Team Engagement with NIC – Facilitating structured handovers, collaborative problem-solving, and co-development of system enhancements with NIC counterparts.
• Compliance with NIC Frameworks – Ensuring that all technical upgrades and administrative workflows align with NIC's operational standards.
• Skill Development for NIC Teams – Conducting targeted knowledge-sharing and capability building on new technologies and evolving digital tools.
• Innovation Exchange & Best Practice Integration – Acting as a conduit for transferring scalable innovations and lessons learned across ministries and departments.
