
Senior HR Executive

Job Summary:
We are seeking a highly disciplined, experienced, and strategic Senior Executive of Human Resources to lead the HR function at our Institute. The HR Head will play a key role in managing personnel administration, recruitment, performance systems, compliance with defence/government protocols, and fostering a culture of integrity, discipline, and operational excellence. This position requires a strong understanding of government or defence institutional frameworks, HR compliance, and organizational development in a high-security environment.
Key Responsibilities:
1. Strategic HR Leadership
- Develop and implement HR strategies aligned with the institute's mission and long-term objectives.
- Advise the top management on personnel planning, resource allocation, and HR policy development.
- Align HR initiatives with government/defence ministry regulations and service standards.
2. Recruitment & Manpower Planning
- Oversee recruitment of both civilian and service personnel as per organizational needs and norms.
- Ensure recruitment follows strict adherence to institutional protocols, reservation norms, and security clearance procedures.
- Liaise with relevant government bodies, agencies, and boards for approvals and appointments.
3. HR Policy & Compliance
- Formulate, update, and enforce HR policies in compliance with defence guidelines, DOPT regulations, and relevant service rules.
- Ensure timely preparation and submission of compliance reports and statutory documentation.
- Coordinate with legal and administrative departments on disciplinary and grievance matters.
4. Performance Management & Training
- Implement performance evaluation systems for both technical and administrative staff.
- Promote training and capacity-building programs in coordination with internal departments and external institutions.
- Ensure upskilling and development initiatives are in sync with the institute's research and operational goals.
5. Employee Relations & Welfare
- Maintain harmonious employee relations through transparent communication, redressal mechanisms, and welfare schemes.
- Oversee housing, medical, canteen, and other support services as applicable to the institution.
- Handle internal complaints, disciplinary actions, and conflict resolution with fairness and confidentiality.
6. HR Operations & Records Management
- Ensure robust HR operations including leave management, payroll coordination, service book maintenance, and digitization of records.
- Maintain accurate, confidential records of personnel files and service history.
Qualifications:
- Master's degree in Human Resource Management, Public Administration, or related field.
- Minimum 5+ years of HR experience, with 2+ years in a leadership role, preferably in a defence, government, PSU, or research organization.
- In-depth knowledge of service rules, government employment norms, and labour & administrative laws.
- Familiarity with DOPT, CCS Rules, RTI, and reservation policy frameworks.
Desirable Attributes:
- Prior experience working with institutions, or government-funded institutes.
- HR certifications or training.
- High integrity, discretion, and ability to handle sensitive/confidential matters.
