What will you do?*

This role needs to be based in New Delhi, India and only applicants with work authorization in India will be considered.

**Responsibilities**
- Oversee, recruit for, and participate in evaluations, analyses, and assessments throughout the life of the activity, including scope of work development, data collection, design of methodologies and protocols, data analysis and reporting writing.
- Contribute substantially to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
- Support the design, quality, development and completion of assessments, analytical reports and evaluations.
- Support quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
- Participate as the Team Leader or senior team member on assessments and evaluations, as needed.
- Oversee Mid-Level Assessment and Evaluation Specialists and consultants who participate on assessment and evaluation teams.
- Ensure that short
- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
- Represents the company to USAID and represents Bixal in the absence of the COP

**Qualifications**
- Bachelor’s degree in relevant field or Ph.D. in the Social Sciences.
- 10+ years of experience in monitoring, evaluation and management consulting in international development programs.
- At least 5 years of experience in project or program management including supervision, staff development, and mentoring.
- Demonstrated experience designing and managing Monitoring, Evaluation, and Learning (MEL) systems for development projects, preferably for USAID.
- Thorough technical knowledge of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.
- Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills.
- Demonstrated leadership, strategic thinking/planning, management, and presentation skills.
- Experience working in India, and demonstrated knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of the Indian context and development dynamics.
- Evidence of open and learning-oriented management style.
- Deep understanding of the USAID portfolio of investment in India.
- Language proficiency in English.
- Excellent communications and interpersonal skills with evidence of ability to establish strong working relationships with diverse stakeholders.
- Previous experience in similar roles on USAID contracts
