- and employee-owned small business providing novel and integrated learning, communications, and technology solutions to accelerate and heighten impact, seeks a Chief of Party for an anticipated four-year USAID-funded monitoring and learning activity in India (the Activity).
The goal of the Activity is to generate effective learnings for the improvement of health for vulnerable populations in India. It will track the USAID India Mission’s health programming and deploy timely and reliable organizational and programmatic monitoring and learning to drive evidence-based decision-making for Mission investments and ensure greater accountability.
The position is full time and will be based in New Delhi, India.
**Position Summary**
The Chief of Party (COP) will provide overall direction, leadership and management for the Activity. S/he will design and implement a learning agenda for USAID/India’s health portfolio of projects across all health funding streams and will serve as a facilitator of high-level discussions and fora among USAID staff and partners regarding learning, data use, and adaptive management. The COP is expected to be an expert in monitoring, evaluation, and learning with a strong background in health and will work closely with USAID staff to ensure learning improves the tracking and effectiveness of the Mission’s health programming.
**Primary Responsibilities**
- Develop and oversee contract work plans and budgets based on expected contract outputs and results.
- Ensure quality control of all deliverables and the overall responsiveness of technical assistance provided under the contract.
- Provide overall responsibility for all data collection, analysis, monitoring and evaluation, report generation, learning and dissemination activities, and related tasks.
- Work closely with USAID staff in generating effective learning to use in decision-making for future Mission investments.
- Manage the activity’s financial resources in accordance with the budget as well as USAID policies and regulations.
- Identify issues and risks related to contract management in a timely manner.
- Make key decisions and solve problems in a timely manner ensuring operational and program integrity.
Ensure timely information on the progress and status of all activities under contract.**Requirements**:
- An advanced degree in public health, business administration, international development or related field
- A minimum of ten (10) years of international development experience, at least five (5) years of experience working in global health
- At least five (5) years of experience in management positions for USAID projects, previous Chief of Party experience strongly preferred
- Previous experience leading and/or implementing organizational and programmatic monitoring and learning activities, including working knowledge of USAID’s learning agenda
- Experience overseeing or implementing effective communications of MEL findings and recommendations
- Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, and project beneficiaries is required
- Advanced knowledge of USAID regulations and compliance
- Prior experience in India is strongly preferred
- Fluency in written and spoken English
- Demonstrated experience in managing activity teams is required
**Physical Requirements**
- Regular attendance and availability during normal business hours are required.
- Occasionally required to stand, walk, climb stairs, and sit for long periods of time; regular use of hands to handle or feel objects, tools or controls, and files; regularly required to talk and hear; and regularly required to use computer to look up, create, and modify documents.
- Occasionally lift and/or move up to 25 pounds.
