Overview:
The Chief of Party (COP) will provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for a $7 million USAID health project in India, FIRE-UP (Fostering improvement in Reproductive Health/Family Planning uptake by Empowering Young Populations Activity). This project aims to improve the availability and demand for voluntary FP/RH services/products by ensuring equitable access, empowerment, fostering engagement and creating an enabling environment, in alignment with the Government of India’s FP2030 vision of providing universal access; there is a strong focus on youth, marginalized and vulnerable populations. The project will operate over a five-year period and will be implemented in the North-Eastern States of India.
The COP will have the overall responsibility for leadership, management and reporting of project activities; making key strategic decisions and problem solving in short timeframes, while ensuring operational and program quality and integrity. The Chief of Party will serve as the project’s main point of contact with USAID on routine and strategic matters. The COP will also ensure effective organizational management and communication with host country governments and key stakeholders at all levels, including international entities.

**Responsibilities**:
- Provide leadership and strategic direction to ensure programmatic and financial integrity of the integrated health project and to achieve rapid and sustained project goals, objectives and targets;
- Ensure the project is technically sound, evidence-based and responsive to the needs of beneficiaries, government and donor;
- Ensure compliance with the terms of the award terms and conditions; and with USAID operational policies and regulations
- Develop and maintain strong working relationships and alliances with USAID, the Government of India (GOI) Ministry of Health, other implementing partners working in the same space including private sector implementers; and solicit input from a broad range of actors, for project interventions, to build consensus and maximize efficiencies and avoid duplication of effort;
- Provide technical leadership in the design, analysis, and synthesis of interventions; and ensure the quality and sustainability of all project interventions including capacity building of state level staff and national partners;
- Provide guidance, in collaboration with key staff, to project partners, provide oversight to their capacity building efforts and ensure they deliver on scope and on budget;
- Represent Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders including USAID and implementing partners in public and professional circles through meetings, conferences, and presentations;
- Participate in relevant technical advisory groups with counterparts and partners;
- Lead the annual work planning process in close collaboration with USAID, the Ministry of Health, project team, and project partners;
- Oversee preparation of donor progress reports and review for accuracy and achievements; and write and/or review technical components of materials and publications related to the project;
- Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
- Work with finance and project staff to develop and track project budgets, and ensure resources for project implementation project is implemented in budget.
- Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data and results and institute a project culture of data for decision making and put in place course corrections as needed;
- Represent the project at the country office Senior Management team;
- Work closely with the Jhpiego home office staff to ensure effective, timely and coordinated project implementation;
Required Qualifications:
- Advanced degree in public health, health administration, international health, or a related field
- Previous experience serving as DCOP;
- 10+ years' experience managing large, multi-year international health sector development projects (approximately $1M per year) that have implemented successful activities in areas such as family planning/reproductive health, gender, GBV, youth programming.
- Demonstrated experience managing consortiums and building capacity of local organizations
- Demonstrated experience and knowledge in establishing systems and overseeing project start-up
- Understanding of the State-level social, political and cultural context in North-Eastern States in India;
- Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program need
