Adhering to and foreseeing issues across the complete project lifecycle and resolving them through strategic and operational interventions to ensure end-to-end project execution in strict alignment with contractual obligations and codal compliance, specifically for EPC (Engineering, Procurement & Construction) and HAM (Hybrid Annuity Model) projects.Focus on accelerating project kick-off, mitigating potential and ongoing delays, strict adherence to Change of Scope (COS) protocols, ensuring seamless cash flow, optimizing billing cycles, and driving timely handover of projects. Key Responsibilities:

- Lead the overall billing, planning, measurement verification, and commercial compliance activities across multiple EPC and HAM projects.Establish robust systems for early identification of project risks, billing bottlenecks, contractual deviations, and financial impacts, and implement timely mitigation strategies.Review, validate, and approve project BOQs, contract documents, and billing structures in coordination with project controls and engineering teams.Strategize, review, and oversee client billing, subcontractor billing, and third-party certifications ensuring accuracy, completeness, and contractual compliance.Ensure on-ground measurement verification protocols and reconciliation processes are strictly implemented at all project sites.Oversee rate verification processes in line with contractual terms, market benchmarks, and COS approvals.Drive the preparation and analysis of monthly and final reconciliation statements (material, cost, quantity) to maintain project commercial health.Ensure timely and effective Change of Scope (COS) documentation, pricing, and billing submissions with contractual rigor.Regularly review project cash flow forecasts based on billing and payment cycles to optimize financial planning and working capital requirements.Facilitate audits, internal reviews, and ensure adherence to company policies and regulatory compliance.Prepare and present high-level Project Closing Reports for internal management and external stakeholders including detailed variation and claim substantiations.Interface with senior client representatives for billing verification, claims settlement, and dispute resolutions.Lead, mentor, and build a strong Planning & Billing team across multiple project locations, ensuring capability enhancement and performance management.Collaborate with cross-functional departments (Project, Contracts, Engineering, Procurement, and Finance) for end-to-end project commercial management.Qualifications & Skills:Bachelor's Degree in Civil Engineering / Quantity Surveying / Construction Management or equivalent.Post-Graduation in Construction Management / Contracts Management (preferred).15+ years of progressive experience in large-scale EPC and HAM projects, with at least 5 years in a leadership role.Strong exposure to FIDIC contracts, NHAI/MORTH guidelines, and codal standards.Expertise in Billing Software, MS Excel (Advanced), AutoCAD, ERP Systems (SAP / Oracle Primavera - advantage).Proven track record of successful project closures, variation and claim management, and cash flow optimization.High proficiency in analytical thinking, problem-solving, leadership, and communication skills.Strong commercial acumen, risk management capabilities, and dispute resolution.
