Job Description

International Fund for Agricultural Development (IFAD) is seeking a highly skilled professional to fill the position of Country Director/Head of IFAD Multi-country Office.


Job Summary

The Country Director/Head of the IFAD Multi-country Office is responsible for managing an assigned portfolio of IFAD engagements in countries under their responsibility, including partnership development, policy dialogue, and country programs.


Main Responsibilities

The incumbent will:



  • Lead and manage country strategy development for countries within the assigned portfolio of work;
  • Provide strategic advice to other Country Directors in the MCO, as appropriate;
  • Accountable for leading and managing the development and implementation of medium to longer-term strategies (COSOP) across the assigned portfolio of IFAD collaborations with governments and other national stakeholders;
  • Manage IFAD program and related IFAD-funded projects within the portfolio assigned by the Division Director;
  • Serve as a designated IFAD representative in all countries within the assigned portfolio;
  • Represent IFAD on the UN Country Teams in all countries within their assigned portfolio;
  • Contribute to corporate level strategy on core IFAD policy positions within the assigned portfolio;
  • Lead sub-regional policy engagement across all portfolios associated with the countries under the MCO;
  • Manage the MCO office, including the direct utilization of resources allocated to the MCO;
  • Accountable for administrative management of human resources, contracting goods and services, certifying payments within established threshold, and financial management.

Requirements

The ideal candidate will have:



  • An advanced university degree from an accredited institution in rural development, agriculture, economics, rural finance, development policy, or development finance;
  • At least ten (10) years of progressively responsible professional experience in rural development, agriculture, economics, rural finance, development policy, or other job-related fields;
  • Four (4) years in a multi-cultural organization or national organization providing support on a global scope;
  • Position-specific experience in implementation and supervision of rural development programs, including project design, development, implementation, and evaluation;
  • Experience with an array of development finance instruments, including sovereign results-based lending, non-sovereign lending instruments, and non-lending instruments;
  • Strong alignment capabilities and consultation skills, building on effective interactions and relationships with different stakeholders;
  • Able to conduct sound political analysis and understand complex environments, providing options and advice;
  • A proactive, ongoing identification of strategic opportunities, potential synergies, and partnerships;
  • Expertise in program management for agricultural development.

Language Skills

The candidate must have excellent English language skills, with a minimum level of 4.

  • Performance management: knowledge of managing performance, learning management, establishing learning plans, and ensuring staff supervised meet their development needs;
  • Risk management: identification and assessment of potential liabilities and risks in IFAD's activities, particularly vis-à-vis third parties;
  • Stakeholder management: strong alignment capabilities and consultation skills, building on effective interactions and relationships with different stakeholders;
  • Strategy implementation: ability to lead and manage the development and implementation of medium to longer-term strategies for IFAD;
  • Planning: knowledge of the planning of human, financial, and material management of IFAD resources;
  • Leadership: group thought leader, sought out by others, and providing mentorship and effective guidance to others;
  • Political acumen: ability to conduct sound political analysis and understand complex environments, providing options and advice;
  • Strategic mindset: proactive, ongoing identification of strategic opportunities, potential synergies, and partnerships;
  • Policy dialogue: knowledge of the representation of IFAD as a trusted and strategic partner, advocating and promoting IFAD's mandate and vision.

Working Relationships

The Country Director/Head of the IFAD Multi-country Office will work closely with various stakeholders, including government counterparts, national stakeholders, civil society, donors, UN/IFIs, and private sector partners.
