We are seeking a skilled Enterprise Data Governance Specialist to drive the implementation and ongoing development of an enterprise data catalog using Collibra, with a specific focus on healthcare payer environments. The ideal candidate will have a deep understanding of healthcare data privacy, regulatory compliance (e.g., HIPAA), and multi-system integration challenges typical of health plan operations.

Data Governance Implementation & Development:
  • Lead end-to-end implementation and administration of Collibra Data Intelligence Cloud.
  • Customize Collibra workflows, data models, and governance frameworks to meet health plan-specific needs.
  • Develop automated discovery and cataloging processes for claims, eligibility, provider, and member data.
  • Design and deploy data lineage tracking across core admin systems, data warehouses, and analytics platforms.
Healthcare-Specific Data Governance:
  • Build data catalog structures for medical coding (ICD-10, CPT, HCPCS), pharmacy (NDC), and provider taxonomy.
  • Implement data classification, tagging for PHI/PII, and retention policies aligned with HIPAA and consent management.
  • Develop metadata management strategies for HEDIS, Medicare Stars, MLR, and risk adjustment data.
Technical Integration & Automation:
  • Integrate Collibra with systems like claims platforms, eligibility engines, provider directories, and clinical data stores.
  • Set up automated metadata population and data quality profiling into the catalog.
  • Utilize Collibra REST APIs for seamless integration with BI tools and data governance ecosystems.
Required Qualifications: Collibra Expertise:
  • 8+ years of hands-on experience with Collibra Data Intelligence Cloud.
  • Deep knowledge of Collibra Data Catalog, Data Lineage, and Governance modules.
  • Expertise in workflow configuration, custom attribute creation, and role-based access control.
  • Experience with Collibra Connect for metadata harvesting and integrations.
  • Proficiency in Collibra REST API usage and custom development.
Healthcare Payer Industry Experience:
  • 4+ years in healthcare payer data environments.
  • Familiarity with healthcare data domains: claims (institutional, pharmacy), eligibility, provider, and member data.
  • Knowledge of HL7, FHIR, and X12 EDI transaction standards.
  • Experience with healthcare compliance: HIPAA, ACA, Medicare/Medicaid.
Technical Skills:
  • Strong SQL and experience with claims and clinical databases.
  • Working knowledge of cloud platforms: AWS, Azure, or GCP.
  • Understanding of data modeling and healthcare data warehouse design.
Data Governance & Compliance:
  • Experience implementing governance frameworks in regulated environments.
  • Proficient in data classification, quality management, and MDM principles.
  • Familiar with audit trail and compliance documentation in healthcare settings.
Preferred Qualifications: Advanced Healthcare Experience:
  • Exposure to core systems like HealthEdge, Facets, QNXT.
  • Knowledge of Medicare Advantage, Medicaid managed care, and commercial plan operations.
  • Understanding of value-based care models and clinical data use in population health.
Certifications & Tools:
  • Collibra certifications (Data Steward, Technical User, or Data Citizen).
  • Experience with other catalog tools (Alation, Apache Atlas, IBM Watson Knowledge Catalog).
  • Familiarity with data virtualization platforms and API management tools.
