Job Title: Senior Telecom Strategy Leader

Description: This is a high-level leadership role where you will be responsible for driving the strategic implementation of the Telecom Act 2023 by leading digital transformation across telecom regulatory processes. You will be required to analyze existing workflows related to license issuance, spectrum allocation, and network operations. Your key responsibilities will include analyzing existing workflows, identifying digitization and IT system needs, interpreting the Telecom Act 2023, providing telecom domain expertise, assisting in designing new schemes/models, developing and implementing unified digital frameworks, and collaborating with technical teams.

  • Key Responsibilities:
  • Analyze existing workflows related to license issuance, spectrum allocation, and network operations.
  • Identify digitization and IT system needs for the complete license lifecycle.
  • Interpret the Telecom Act 2023 and pinpoint opportunities for digital enhancement.
  • Provide telecom domain expertise, especially in 4G/5G networks and operations.
  • Assist in designing new schemes/models aligned with current and revised telecom policies.
  • Develop and implement unified digital frameworks for portals.
  • Collaborate with technical teams at IBV/C-DOT for software development, testing, deployment, and maintenance.
  • Lead business process reengineering efforts to drive efficiency.
  • Provide training materials and user adoption support for new systems.
  • Track project progress, manage risks, and ensure timely execution.
  • Align project outcomes with the strategic goals of Telecom Act 2023.
  • Offer telecom expertise to resolve regulatory and operational challenges.

Qualifications & Experience:

  • Bachelor's Degree in Electronics & Communication, IT, Computer Science, or related field.
  • Master's Degree / MBA / PGDA (preferred).
  • 20+ years of experience in the Telecom industry.
  • Deep understanding of Telecom licensing & spectrum management, Government and regulatory frameworks, and Telecom network operations (4G/5G).
  • Experience leading end-to-end telecom projects, including requirements gathering, business analysis, development & deployment, and proven skills in Telecom policy interpretation and process digitization, Stakeholder management and cross-functional coordination, Project management methodologies and tools, Strong analytical and documentation skills, and Effective communicator in both technical and policy environments.
  • 5G Certification from a reputed institute.
