Job Description About Chimple: Chimple is an award-winning EdTech social enterprise, empowering children from low-income communities to build strong foundational literacy and numeracy skills through an open-source app. Chimple is a finalist in the competitive Global Learning XPRIZE, which challenged teams worldwide to develop open-source and scalable software that will enable children in developing countries to teach themselves basic reading, writing and arithmetic within 15 months. Our 2022-23 impact evaluation (RCT) in Haryana showed just 10 minutes of daily usage equals one additional academic year of learning. Chimple is an EdTech non-profit app, designed to build joyful learning experiences for children in Grades 1-3 through engaging games that strengthen foundational literacy and numeracy skills. We work closely with state governments to improve early learning outcomes at scale. Our mobile app is designed for both teacher-led at-home learning models (teachers assign practice/ HW and students use parents phones to practice at home) and at-school models (students access Chimple on tablets in school). Chimple is a grantee of Central Square Foundation. Our largest partnership is with the Government of Uttar Pradesh (Ghaziabad district), where we are implementing Chimple across hundreds of government schools. The learnings from this partnership are helping us shape & design scalable program models for foundational learning in India. Position Summary: We are seeking an experienced and dynamic Senior Manager - Government Relations & Programs to anchor our partnership with the Government of Uttar Pradesh (Ghaziabad District) and lead the end-to-end implementation of the Chimple program. In addition, the person will also be responsible for building institutional capacity (both within Chimple and in government systems), codifying learnings into robust implementation guidelines, and ensuring that program outcomes are met with quality and accountability. The role combines strategic and operational leadership - managing relationships with senior government officials, ensuring smooth implementation across districts, building strong data-driven management systems, and creating scalable delivery processes for future B2G (business-to-government) programs. Key ResponsibilitiesA. Program Leadership Uttar Pradesh - Lead the overall design, implementation, and delivery of the UP initiative, ensuring alignment with program goals, government priorities, and quality standards. - Build and manage strong relationships with government officials at state, district, and block levels to enable effective implementation, advocacy, and scale-up. - Collaborate closely with partner organizations and funders (such as the CSF EdTech team), and coordinate with internal and district teams to ensure seamless on-ground execution. - Strengthen delivery teams capacity for stakeholder coordination, government relationship management, and accountable, high-quality implementation. - Drive adoption and engagement by evaluating current strategies, piloting innovations, mobilizing communities, and using data-driven insights and success stories to build champions and expand to new districts. B. Systems Building and Cross-Functional Collaboration - Work closely with the Product, Operations, and Data teams to align product-implementation needs for UP. - Develop knowledge products that distill key learnings, case studies, and implementation insights from UP. - Create comprehensive B2G implementation guidelines and playbook, capturing templatised and scalable guidelines for driving usage & engagement, stakeholder onboarding, monitoring, and communication. - Develop capacity-building modules & toolkits for internal teams, govt. functionaries and field partners. - Identify and test scalable approaches to increase adoption and engagement by leveraging technology solutions such as WhatsApp chatbots, digital nudges, run data-driven pilots and iterate based on evidence and user feedback. - Coordinate with Communications & Fundraising to share program updates, reports, and impact stories. - Support design and testing of new implementation models to inform future state-level scale-ups. - Contribute to strategy discussions on future scale and state expansion. Skills & Qualifications - 6-8 years of relevant experience in program management, government partnerships, or system-strengthening roles, preferably in the education sector. - Strong experience working with government systems (state, district, and block levels) and managing large-scale programs in close partnership with key govt. officials at district and state level. - Excellent relationship-building, communication, and stakeholder management skills. - Demonstrated ability to lead large teams, design systems, and drive execution with accountability. - Comfort with data and dashboards; ability to derive insights for decision-making. - Strong documentation, analytical, and presentation skills. - Fluent in English and Hindi. - Good-to-have skills and qualifications: - Prior experience in foundational learning, EdTech, or public education initiatives. - Exposure to digital product implementation or adaptive learning platforms. - Master's degree in education, management, public policy, or related field.
