Job Description:
We are seeking a dynamic and results-driven Business Development / Capture Recruiter to join our team. In this role, you will collaborate with proposal teams, capture managers, and business development professionals to source, identify, and engage top talent for key roles on bid and proposal efforts. The ideal candidate has a deep understanding of recruiting for proposal-driven environments and thrives in fast-paced, deadline-oriented settings.
Key Responsibilities:
Proposal Recruitment Strategy:
Partner with Operations and Talent Acquisition for staffing requirements and develop recruitment strategies aligned with the proposal’s technical and operational needs.
Build talent pipelines for hard-to-fill and key proposal roles, including technical experts, subject matter experts (SMEs), and key personnel positions.
Candidate Sourcing and Engagement:
Leverage job boards, databases, social media, industry events, and networking to proactively source and engage top talent.
Conduct outreach to passive candidates and build relationships to position the company as an employer of choice.
Screen candidates for technical skills, cultural fit, and alignment with proposal requirements, including availability and compliance with contractual terms.
Proposal Readiness:
Maintain up-to-date rosters of pre-vetted candidates for future proposal efforts.
Ensure candidates meet specific proposal criteria, including salary expectations, clearance levels, certifications, and other compliance requirements.
Manage resumes and candidate profiles in accordance with RFP (Request for Proposal) formatting guidelines and submit to proposal teams in a timely manner.
Collaboration and Reporting:
Work closely with the proposal team to meet deadlines and deliver qualified candidates for inclusion in proposals.
Provide regular updates to capture and hiring managers on sourcing progress, challenges, and market conditions.
Track and maintain metrics on time-to-fill, candidate pipelines, and proposal success rates.
Qualifications:
Proven experience in recruiting for proposal-driven environments, particularly for government contracting or similar industries.
Familiarity with federal, state, and local RFP processes and requirements, including knowledge of FAR and DFARS (preferred).
Experience sourcing candidates for positions requiring security clearances (Secret, Top Secret, TS/SCI, etc.).
Expertise in using applicant tracking systems (ATS), sourcing tools, and networking platforms.
Strong interpersonal, communication, and negotiation skills with a focus on building long-term candidate relationships.
Ability to thrive under tight deadlines and adapt to shifting priorities in a fast-paced environment.
Bachelor's degree in Human Resources, Business Administration, or a related field (preferred) or equivalent work experience.
