Educational Qualifications:

  • A first- class Graduate in Social Science/ Pharmacy/ Public Health or related field (from institutes ranked by NIRF - 2024– either Top 100 in Overall or Top 100 Universities or Top 50 Colleges or Top 50 in Management). The applicant with Post-Graduate will be given preference.

Experience:

8+ years of experience in

  • Drug prevention, social defense, rehabilitation, or related sectors.
  • Familiarity with national and international drug control frameworks and social defense policies.
  • Strong research, analytical, and policy development skills.
  • Experience in stakeholder coordination, advocacy, and training.
  • Excellent communication (oral and written) and report-writing skills.
  • Ability to work independently and deliver within deadlines.
  • Knowledge of harm reduction, community-based rehabilitation, and alternative development approaches.
  • Experience working with vulnerable populations (youth, women, people with substance use disorders, marginalized communities). Cross-cultural sensitivity and ability to engage diverse stakeholders.
  • Experience in monitoring and evaluation of government programs.

Skills and Expertise

  • The Consultant will provide technical expertise, policy advice, and capacity-building support in the areas of drug control, prevention of substance abuse, rehabilitation, and social defense measures.
  • The role will focus on strengthening strategies for combating drug abuse, supporting vulnerable populations, and promoting social reintegration and community resilience.
  • Strong analytical and policy evaluation skills to assess the effectiveness of social welfare schemes.
  • Ability to coordinate with multiple stakeholders, including state governments, NGOs, and implementing agencies.
  • Proficiency in data analysis and reporting for policy recommendations.
  • Willingness to travel extensively to different states and districts for Programme assessment.
  • Conduct research and analysis on drug use trends, substance abuse prevention, and social defense mechanisms.
  • Provide expert advice on policies, laws, and programs related to drug control, rehabilitation, and social defense.
  • Support the development and implementation of strategies for drug demand reduction, harm reduction, and social reintegration.
  • Design and deliver training programs, awareness campaigns, and capacity-building workshops for stakeholders, including law enforcement, social workers, educators, and community organizations.
  • Collaborate with government agencies, NGOs, international organizations, and community-based groups to strengthen multi-sectoral approaches.
  • Draft reports, policy briefs, guidelines, and action plans to support evidence-based decision-making.
  • Monitor and evaluate existing programs, identifying gaps and recommending improvements.
  • Advocate for rights-based and socially inclusive approaches to drug prevention and social defense
