Job Overview


We are currently looking to hire an energetic and ambitious Proposal Manager to join our growing team.


Proposal Manager will be responsible for driving end-to-end proposal development cycle for US federal and public sector opportunities from new and existing clients in North America.


He/she will collaborate with cross-functional teams to create compelling and compliant proposals that address client needs and win contracts.


The ideal candidate will have a strong background in proposal management, a deep understanding of US federal procurement processes, and excellent communication and organizational skills.

Primary Responsibilities


  • Manage the creation of proposals for US federal and public sector opportunities by creating timelines, holding meetings and leading projects to successful completion on schedule.


  • Coordinate, communicate, and collaborate with internal departments (Delivery, sales, technical, legal, and finance teams).


  • Prepare and communicate Bid plan, deliverable checklists, and ownership matrix.


  • Organize and facilitate proposal milestone meetings such as the Deal qualification meeting, kickoff, color team reviews, debriefs, and strategy / solution sessions.


  • Facilitate the development of customer-centric win themes and differentiators.


  • Collaborate with the SMEs to help create outstanding proposal responses that may demand quickness, adaptability, and innovation.


  • Make proposals clear, consistent, and compliant through reviewing, editing, and formatting.


  • Create and use proposal templates, libraries, and best practices to simplify the proposal development process.


  • Adhere to proposal best practices, quality standards, and regulatory requirements throughout the proposal lifecycle.


  • Assemble and review proposal drafts, edit material, and ensure final formatting and layout of proposals; prepare final content as editor to ensure clarity, consistent voice, inclusion of win themes, and compliance with instructions and evaluation factors.


  • Maintain proposal repository.


  • Assess, on an ongoing basis, the effectiveness of responses including the tracking of win / loss database and client feedback for continuous improvement.


  • Engage in learning and professional development to stay at the forefront of proposal management and become familiar with new tools and techniques.


  • Do post-submission activities, including debriefs, lessons learned, and process improvements to increase future bid success.


Professional Experience/Qualifications


  • Minimum Ten (10) years professional experience as a proposal manager and mandatory 4-5 years’ experience in managing US federal and public sector opportunities.


  • Understanding of government procurement processes, regulations (such as FAR, DFARS, DCAA Audits or state-specific regulations), and compliance requirements is crucial.


  • Ability to conduct thorough research on government agencies, their missions, priorities, previous contracts, and competitors is vital for tailoring proposals to meet specific agency needs.


  • Good Conceptual understanding on Data, Cloud, Cybersecurity and IT infrastructure.


  • Process-oriented and analytical.


  • Strong influencing and project management skills.


  • Strong focus on accuracy, grammar and punctuation.


  • Proven track record of leading successful proposal efforts and winning contracts in the federal or public sector.


  • Experience with all Microsoft Office products with strong proficiency in Word, PowerPoint, and SharePoint, including advanced MS Word Desktop Publishing capabilities.


  • Excellent writing skills; experience reviewing, writing, and editing proposal content.


  • Strong project management, communication, and collaboration skills.


  • Experience with proposal management software/tools (e.g., SharePoint, RFPIO (Responsive)) is a plus.


  • Professional certifications such as Certified Proposal Professional (CPP), Project Management Professional (PMP), APMP or Certified Federal Contracts Manager (CFCM) is desirable.
