Background

The South Asia Regional Infrastructure Connectivity (SARIC) is an Australian Government funded initiative that aims to increase connectivity between energy and transport investments both within and across the South Asia Region (Bangladesh, Bhutan, India, Nepal, Sri Lanka and Maldives) through two fold approaches – (a) identification of a pipeline of transport and energy projects that connect the economies of the South Asia region, to be financed by an appropriate mix of public and private financing & (b) Training and Networking Services targeted at individuals from the public and private sector directly involved in the preparation and/or eventual delivery of the projects / senior decision makers in the infrastructure sector, covering private and public sector officials, academics, and senior civil society members. While (a) is anchored by the World Bank and the International Finance Corporation, (b) is managed by Palladium. 

The Training Services component will aim to enhance knowledge and address skill gaps reported by projects of the World Bank and IFC including aspects of gender equality, inclusion of vulnerable sections, disability, and safeguards. The Networking Services component on the other hand will aim to enhance the knowledge and skills of course participants by providing them with multiple channels to engage with experts, academia, industry, networks and peers from infrastructure, energy, transport, and allied sectors SARIC trainings will be delivered as customised short courses between - addressing the capacity gaps identified by the World Bank and IFC in select transport and energy projects across South Asia for individuals in two streams as below: 

Individuals from the public and private sector directly involved in the preparation and/or eventual delivery of the projects identified by the World Bank and IFC under (a) above; and Senior decision makers in the infrastructure sector, covering private and public sector officials, academics, and senior civil society members. The courses may be delivered by Australian universities/training institutes, South Asian universities/training institutes or by any other country that offers the right course for the needs identified. 

Purpose of Role

SARIC is looking for a Short-Term Technical Advisor (STTA) who is well informed on the developments in the Digitalization and digital infrastructure with a focus on Australia and South Asia. With technology advancing at unprecedented speeds, organizations and governments must embrace and stay on top of the digital infrastructure development to completely and effectively harness its true potential. Digitalization is crucial for data-driven decision making, cost reduction, improved efficiency and increased safety for private and public sectors alike. With digitalization having the potential to increase productivity exponentially, we are looking for technical advisors who can offer insights on digitalization in the transport and energy sectors. Scope of Work The scope of work of the Short-Term Technical Advisor (STTA) may encompass one or all of the following, as
per project requirement:

Offer insights and analysis to identify emerging trends and opportunities in the digitalization sector (mainly in the transport and energy sector) that can support the design of short course/s or study tour for South Asian officials. Develop a concept note to engage a training provider for the "Digitisation of Supply Chains and Logistics sector for Enhanced Trade Effectiveness" short course. Conduct market research and provide input for selecting a training provider based on expertise in digital transformation, supply chains, logistics and customs operations. Collaborate with stakeholders to align training objectives with organisational goals in trade and supply
chain efficiency. Provide specialist support in supply chain digitisation, customs automation, and the application of emerging technologies like blockchain, IoT, and AI.  Identify partners with expertise in customs compliance, global trade logistics, and international regulations, ensuring relevance to real-world trade challenges. Assist in the design of course content if required, incorporating best practices in the digital transformation of trade facilitation, supply chain risk management, and digital trade platforms. Review and advise on training materials developed by the provider, ensuring accuracy, industry alignment, and practical applicability. Provide ongoing expertise throughout course development, ensuring it addresses evolving trends in global trade and customs technology. Utilize data analytics and performance monitoring to integrate trade effectiveness metrics into the course curriculum. Ensure training is practical, interactive, and tailored to a diverse audience with varying levels of expertise in supply chain and customs digitisation. Participate as a facilitator in the short course/study tour if required and requested by Palladium. Support the thinking on digitization as a ross cutting theme in other short courses offered under SARIC.

Duration

It is estimated that the above-mentioned scope of work will require up to 20 working days over a period of one year.

Selection Criteria

The selection will be based on the submission:

1. Technical response (single PDF file): One page application and Resume demonstrating:
- The range of similar services offered to other clients.
- proven subject matter expertise. 

2. Financial Quote (per day fee in AUD) – in a separate PDF file. 

Submission of Application and Quotes

Please submit technical response and the financial quote separately (two separate PDF files) to with the subject line " Short-Term Technical Advisor (STTA) - Digitalization." by the deadline provided in the covering sheet. The submissions will be valid for a period of two months from the date of submission. Shortlisted experts may undergo an interview discussion, and the selected applicant will be empanelled as a “Short-Term Technical Advisor (STTA) - Digitalization” on the SARIC TNS project by Palladium. The position remains open until a suitable expert is empanelled. If your quote is successful, you will be required to enter into the Company’s standard contract for the types of goods or services being provided. In the provision of the Goods and Services, you will be required to comply with the Company’s policies, including (without limitation) its Business Partner Code of Conduct and any relevant Project Manual. Potential suppliers must also comply with the Company’s Business Partner Code of Conduct in the submission of any quotes pursuant to this RFQ. If you are bidding as part of a joint venture, partnership or similar, please make this clear in your submission. Likewise, if you propose to subcontract any part of the goods or services provision, then disclose this fact within your submission. The Company may require additional information from you and approval for subcontracting will not be automatic as subcontractors will be subject to Palladium’s Due Diligence process.
