Main Area of Responsibility

Provides organisational leadership and guidelines to promote the development and exploitation of technical knowledge in the organisation

Plans and manages the evaluation of software processes. Identifies, proposes, and initiates software process improvement activities within the organisation, devising solutions. Takes action to exploit opportunities that will have a measurable effect on operational effectiveness, with associated benefits to the business. Promotes the benefits of addressing security during system development and applies secure development improvement practices.

Promotes and ensures use of appropriate techniques, methodologies and tools.

Determines the learning and development programme and delivery mechanisms needed to grow employee’s skills in line with business needs. Identifies appropriate accreditation and qualification paths, applicable to individuals within the department. Evaluates learning outcomes. Manages the development and provision of all learning, taking account of the strategic aims of the employing organisation

Takes full responsibility for the execution and successful completion of all technical deliverables for complex projects (typically greater than 12 months, with significant business, political, or high-profile impact, and high-risk dependencies), ensuring that realistic effort, quality, change control and risk management processes are maintained. 

Takes responsibility for the overall workforce planning strategy across the department ensuring that there is adequate skilled resource to meet planned project delivery. Ensures integration with strategic human resource plans. Takes responsibility for meeting the recruitment, re-skilling and demand forecasts,advising on the approach and relevant policies. 

Identifies and manages the resources necessary for all stages (planning, estimation, execution) of individual systems development projects to ensure technical, financial and quality targets are met.

Accountability

To ensure that all engineering deliveries in the portfolio are planned, managed and delivered to agreed standards and that regular and accurate reports to internal stakeholders are issued

To have a detailed understanding of the Project Management Framework and to be the custodian for the delivery teams input to the Stage Gating process in order to achieve target percentage of first time passes

To ensure that change control is executed and administered correctly across all delivery teams, and that costs, timescales and resource budgets are signed off

To review delivery related risks at a project and portfolio level and to ensure that contingency plans are in place to secure the success of the project

To liaise with internal stakeholders at the highest levels and to be a focal point for Engineering for Senior Management Steering Groups 

To build relationships with key internal stakeholders, by developing and maintaining one or more defined communication channels, acting as the initial escalation point for all delivery related issues

To liaise with the Account Managers, Project and Portfolio Managers (where relevant) in order to thoroughly understand the business relationship with each customer.

To ensure that the Engineering resource forecasts and spends are maintained and reviewed with Project, Programme / Portfolio Managers for client projects.

To ensure that Engineering employees are properly tasked and managed to ensure their satisfaction – as measured through the satisfaction surveys, escalating under/over utilisation or issues as appropriate

To review and resolve resource challenges on a portfolio level through negotiation and leveraging a range of resources, working cross-functionally as necessary

Accountable for the recruitment, management and retention of engineering employees

To assemble, direct and motivate a successful team of TDM’s, Lead Software and Test Engineers via line and career management

To provide effective leadership guidance and direction to the PS Engineering team, and to take appropriate actionwhere team performance deviates from agreed standards

To evaluate the performance of the PS Engineering team and develop their skills in order to maximise performance. This will require the undertaking of appraisals and setting of objectives

To provide timely, constructive, and actionable feedback that increases individual and team effectiveness

To line manage named resources, ensuring that they are motivated and incentivised to achieve project objectives

To maintain a skills matrix through active measurement and goal setting

To work with the Heads of Business within PS Engineering to drive change and improve efficiency across project deliveries and challenging unnecessary barriers to delivery

To ensure that metrics for the project delivery teams are reviewed and acted upon to improve overall efficiency and quality across the portfolio 

Improving the quality of software engineering at SSP (performance, flexibility, scalability, resilience)

To ensure that team utilisation and billability meet required targets through regular review and reporting

To be responsible for the project delivery strategy, ensuring that all projects remain under control, to identify critical issues and actions required, and to escalate any material engineering issues as appropriate

To oversee and review all delivery estimates provided by the teams within the portfolio

To ensure that the project delivery is within set tolerances via accurate Sprint Exit reporting 

To participate in occasional customer calls 

To extend team knowledge and experience across the full application capabilities

To contribute positively to Pre-Sales processes where required

Increase the sharing of tools, working practices, and knowledge, across our product teams

Making our structure more suited to the creation of excellence

Improving our structure so that roles and responsibilities and career progression is clear

To ensure that agreed methodologies are being adopted by all project teams within the portfolio

To highlight any innovations, suggestions or projects which would improve efficiency, professionalism or profitability

Qualifications & Experience

Minimum of HNC in relevant subject, or equivalent qualifications, plus considerable work experience in a relevant role. OR substantial work experience in a relevant role

Managing the delivery of multiple, high value software implementation deliveries either within a highly competitive, professional software house or a technology related consulting practice

Leading and delivering complex, multi-million £ deliveries using leading edge technologies within time, financial and qualitative parameters

The leadership of multiple, multi-disciplined teams delivering technical solutions across a variety of platforms

Leading the development of appropriate, commercially robust technical solutions that meet customer needs and expectations and which can be delivered within cost and resource constraints

A highly developed understanding of project implementation and or system integration techniques

Knowledge and experience in the application of industry standard methods and best practices 

Line management experience of technical resources

Desirable

Member of an appropriate professional body (e.g. PRINCE 2) 

A Software Development background

Experience of business change transitional programme from a Waterfall delivery method to an Agile one

Demonstrable knowledge of the Insurance industry and its processes and procedures gained through academic study or direct experience.

Experience of project delivery on an international scale would be advantageous
