These programs are funded by Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children's Investment Fund Foundation (CIFF), MSD for Mothers and other anonymous donors.The Manager Procurement and Administration will lead and manage the procurement and administrative functions/operations and related teams for Jhpiego. This position will work closely with Jhpiego's Program Teams, India Leadership & Management Teams, US Office and will report to the Director Finance & Administration Operations The incumbent will be based in Delhi and may need to travel to locations in India.

Responsibilities
Procurement:
  • Prepare & execute procurement plans, vendor analysis, purchase order follows up, supply systems, quality checks, and settlements based on needs.
  • Devise and use fruitful sourcing strategies, discover profitable suppliers, and initiate business and organization partnerships
  • Develop, hone, and execute new improved procurement strategies across all channels of purchasing
  • Delegate tasks and supervise the work of purchasing and procurement agents / team members across all programs & functions
  • Manage every aspect of the supply chain and notify the Leadership team of any possible obstacles to ideal efficiency
  • Institute policies and procedures for collecting and reporting key metrics that will reduce our overall expenses while increasing productivity
  • Direct sourcing teams, that are responsible for executing, negotiating, implementing and maintaining competitively advantageous supply arrangements for active projects.
  • Providing and assisting support for all India procurement execution activities
  • Maintain vendor base for products and services
  • Use technology to increase procurement efficiencies
  • Save cost for the organization through innovative thinking/steps
  • Work closely with program and function teams to ensure stability and cost effectiveness of supply
  • Bring innovative supplier solutions
  • Manage supplier performance and maintain interface within supplier's
  • Expertise in Supply Management, Tracking Budget Expenses, and Vendor Relationships
  • Ensure a cost-effective supply of quality
  • Expect unfavourable events through analysis of data and prepare control
  • Perform risk management for supply contracts and agreements
  • Control spend and build a culture of long-term saving on procurement costs
  • Perform cost analysis and set appropriate benchmarks
  • Create policies and procedures for risk management and mitigation
Administration:
  • Ensure that high quality of administrative services are provided to the staff on
  • Responsible for managing general up-keep of India Country Office including housekeeping, security, Annual Maintenance Contracts of office equipment, pantry, petty cash and office
  • Managing International Travel arrangements which includes Booking of tickets, VISA processing, Bill settlement of travel agents and travel insurance
  • Managing cab arrangements which includes booking of cab for employees, managing shuttle service, settlement of Cab Invoices.
  • Managing Meeting and conferences which includes identification of hotels and other suitable places for conferences, booking of conferences, coordination with program team for specific requirements and settlement of Invoices.
  • Managing General administration which includes Managing Lease Deed, Employees ID and Visiting Cards, Housekeeping Staff, Office Messengers and Security Personnel.
  • Work in collaboration with the State Leads and State Administrative staffs for providing quality services and maintaining overall office administration at the state level.
  • Provide support to the supervisor and senior management for managing visitors' itinerary and providing smooth and efficient services.
  • Provide direction and functional guidance related to administration issues as per the organization
  • Ensure all office equipment's and assets are working properly like fire extinguishers, inverters, Air conditioners etc.
  • Monitor the work of office messengers, housekeeping staff and align security staff on their
  • Provide overall direction for housekeeping, cleanliness of official premises
  • Perform other activities, as assigned by the supervisor, towards the achievement of organizational goals and objectives.

Required Qualifications
  • Degree in supply chain management, logistics or business administration with a minimum 8-10 years of work experience in General Administration / Procurements is essential.

  • Relevant experience in procurement/strategic equipment sourcing experience
  • Detailed knowledge of commercial purchasing procedures and practices, including aspects of negotiation, contract law, and claims management.

  • Knowledge of local suppliers and vendor management
  • Knowledge of strategic sourcing and procurement work processes
  • Knowledge of sourcing and procurement techniques as well as a dexterity in "reading" the
  • Demonstrated ability in negotiations and networking
  • Good knowledge and exposure to supplier or third-party management software including
  • Aptitude in decision-making and working with
  • Experience in collecting and analysing
  • Strong interpersonal and English communication skills (both oral and written)
  • Ability to supervise a geographically widespread team and work closely in coordination with other cross functional teams.
