Project Procurement Manager

KEY RESPONSBILITIES

• Project Procurement Manager Contracts - Cracker (PPM)is a member of the project management Team who is responsible for the project Procurement management and contract include the financial monitoring and control of the contracts, ensuring Health, safely, Environmental and quality compliance is maintained.
• Managing contracts and services in accordance with company policies. Will perform an integral role in representing the procurement function with regard to nominated programmes, Project, and major subcontracts. Will report to Project Manager.
• PPM will represent the procurement activity of their nominated programme at meetings with customers and End users.
• Will be responsible for aggregating and presenting spend, and supplier performance data at contract status Review and will hold a high-level understanding of any key supplier issues and remedial actions.
• Communicates with vendors to buy, rent, or contract products and services needed to achieve project objectives.
• Initiating the project, Creating the procurement plan, coordinating internal stakeholders, coordinating vendors, communicating Responsibilities and Updates, supporting implementation and transition.
• Preparing and negotiating the terms and condition of contracts and Commercials. Assisting in the preparation of various contracts.
• Meeting with customers to discuss business and legal matters. Approving all contract and contract management materials. Ensuring all contract documentation is up to date.
• Comply with procedures and legislation performance of duties. Manage, lead and supervise the overall project contract activities.
• Identify resource needs and deploy (internal & external) to ensure appropriate support. Maintain an overview over the entire technical delivery ensuring that all scope is appropriately covered and that all parties clearly understand their requirements and their interfaces with others.
• "Ensure a formal and disciplined technical communication protocols by establishing and maintaining an RFI, Technical Concession and Change process with a live tracking register.
• Ensure that all construction activities are planned and executed in time to avoid project delay. Interacting with various vendors and scheduling their site visits for the construction of various equipment and system.
• Ensure the safety responsibilities for this position are carried out and ensure zero accidents during the project. Advise the Project Manager ahead of issues becoming critical and provide recommendations to improve these issues.
• Provide appropriate guidance as necessary with regard to local legislation, codes, and standard and technical requirements. He shall have the personality and drive to manage, direct and guide the team to achieve the Project objectives. In addition, he must be assertive and firm in dealing with various discipline Engineer, vendors, contractors, and other service provides while exercising absolute control on the work.
• Manage the development, training, and performance of project contract team and recommended career path of subordinates. Provide specialist advice and guidance on leading contract practices; lead the identification, assessment and management of potential risks associated with different contract strategies.
• Develop and manage the project contract team including setting targets and monitoring performance. Make contracting decisions based on project execution strategy need business policy. Assist in the development and enhancement of contract processes and system for effective operations.
• Establish guidelines for potential strategic alliance with major contractors, sub-contractors, major vendors including frame agreements pre-bid commitments etc."
• Participate and assist during internal and external audits and implement necessary actions to ensure compliance with procedures and policies.
• Attend project review meetings and ensure that all associated reports are adequately compiled and distributed as required.
• Frequent communication with internal departments as well as external stakeholders including contracts & commercial, projects management, planning, document controllers, logistics, QA/QC and suppliers.
• Prepare and review tenders for contractors and sub-contractors and commercial bid. Complete and distribute the control initiation/completion from of each project. Ensure correct commercial engagement of contractors and sub-contractors.
• Implement the risk management process, review the register, and check risk controls. Ensure that ITB are produced. Ensure that QA file is produced and maintained. Establish and promote best practice.
• Finalize deals between the company they work for and other companies, should have skilled in business, project management of their companies. Resolving Legal disputes Investigating and addressing contract issues. Actively involve in commercial negotiations and give the right solutions and confidential.

FUNCTIONAL SKILLS

• Exposure in the Petrochemical industry manage contracts with contractors and sub-contractors and EPC as project Procurement Manager contract.
• Study the legalities of contracts and help to negotiate terms and conditions with contractors, sub-contractors, EPC and third parties before drawing up legal documents to outline terms of services and project deliverables.
• Proven conflict resolution skills. Good exposure in the procurement activities. Ability to work under pressure. Should possess good negotiation skills for finalizing Contracts and commercials for successful closures.
• Confidence to deal with individuals at all levels in the organization, Proven conflict resolution skills. Well versed in Procurement modules, Material Management Modules, SAP, ERP, etc.
