Job Purpose:

The Senior General Manager Procurement & Contracts will lead the end-to-end management of procurement and contracting activities, ensuring transparency, compliance, and value-for-money practices in line with GFR and public procurement norms. The role focuses on strategic sourcing, vendor and contract management, and collaboration with leadership, finance, and technical teams to support Karmayogi Bharat's large-scale digital and capacity-building initiatives.

Key Responsibilities:

1. Procurement Strategy & Planning

  • Develop and implement procurement policies and frameworks aligned with GFR and Government of India norms.
  • Design annual procurement plans supporting project timelines and strategic goals.
  • Identify cost optimization and efficiency improvement opportunities.

2. Contract & Vendor Management

  • Lead end-to-end contracting lifecycle: RFP/RFQ preparation, bid evaluation, negotiation, and contract management.
  • Draft, review, and finalize MoUs, agreements, and service contracts ensuring legal compliance and risk control.
  • Manage vendor relationships, evaluate performance, and oversee renewals and terminations.

3. Governance, Compliance & Risk Management

  • Ensure adherence to procurement laws, audit norms, and documentation standards.
  • Maintain transparent contract records and audit trails.
  • Identify procurement risks and define mitigation strategies.

4. Collaboration & Advisory

  • Partner with product, technology, operations, and finance teams to forecast procurement needs.
  • Provide strategic insights on procurement innovations and trends to leadership.
  • Conduct training and capacity building on procurement processes.

5. Leadership & Process Optimization

  • Lead, mentor, and manage the procurement team.
  • Implement digital procurement systems to enhance agility and compliance.

Qualifications & Experience:

  • Bachelor's degree in Engineering, Commerce, Law, or Management (Postgraduate/MBA preferred).
  • Minimum 12 years' experience in procurement and contracts, preferably in public sector or large-scale government projects.
  • Strong knowledge of GFR, GeM, e-procurement systems, and World Bank procurement guidelines.
  • Experience in managing high-value IT, consulting, and infrastructure contracts.
  • Certifications such as CIPS or PMP preferred.
