Key Responsibilities:

1. Tender Analysis & Bid Strategy

  • Review tender documents (RFP/RFQ) from utilities, PSUs, and private clients.
  • Identify technical, commercial, and contractual requirements.
  • Prepare detailed bid plan, risk assessment, and strategy for management approval.
  • Co-ordinate pre-bid queries and clarifications with clients.

2. Cost Estimation

  • Prepare accurate cost estimates for all components transmission lines, substations, and associated civil/electrical works.
  • Estimate material, labour, logistics, taxes, duties, and overheads.
  • Benchmark costs with market trends and previous projects.
  • Ensure estimates comply with engineering drawings, BOQs, and specifications.

3. Vendor & Subcontractor Coordination

  • Float enquiries to suppliers/subcontractors for pricing.
  • Evaluate quotations and negotiate optimal rates.
  • Maintain updated database of suppliers, rates, and productivity norms.

4. Technical & Commercial Bid Preparation

  • Prepare techno-commercial proposals and compliance statements.
  • Coordinate with Design, Planning, Procurement, Finance, and Legal teams for inputs.
  • Finalize bid documents, pricing sheets, and supporting justifications.
  • Ensure timely submission of bids through online/e-tender platforms or physical submissions.

5. Post-Bid Activities

  • Attend bid opening, clarifications, and negotiations with clients.
  • Prepare cost variance analysis and bid summary reports for management.
  • Support handover to project execution teams post-award.

6. Process Improvement & MIS

  • Maintain tender tracker and cost database for future reference.
  • Continuously optimize estimation methodology and pricing accuracy.
  • Generate MIS reports on bids won/lost and cost trend analysis.
