Job Summary:
We are seeking a highly skilled and detail-oriented GeM Expert (Manager Level) to oversee and manage our end-to-end operations on the Government e-Marketplace (GeM) platform. The ideal candidate will have strong knowledge of government procurement policies, experience in bidding and tender management, and the ability to drive compliance, efficiency, and growth through GeM.
Roles and Responsibilities:
1. Vendor & Buyer Registration
- Facilitate registration of organizations (both buyers and sellers) on the GeM portal in compliance with official guidelines.
- Assist in creation and verification of profiles, ensuring accuracy in PAN, GST, bank details, and other statutory documents.
2. Product & Service Listing
- Prepare and upload product and service catalogues on GeM with correct specifications, pricing, and compliance certifications.
- Regularly update stock availability, price changes, and product/service revisions as per market or client requirements.
3. Tender / Bid Management
- Identify relevant bids, tenders, and reverse auctions published on GeM.
- Prepare and submit technical and financial bids in line with tender specifications.
- Track tender status, respond to clarifications, and manage bid amendments or withdrawals when necessary.
4. Compliance & Policy Adherence
- Ensure adherence to Government procurement rules (GFR, CVC, MSME, Make in India policies).
- Maintain records of all transactions on GeM for audit and reporting purposes.
- Stay updated with latest GeM circulars, amendments, and guidelines.
5. Order & Contract Management
- Process purchases orders (POs) and ensure timely acceptance, dispatch, and delivery of goods/services.
- Coordinate with logistics partners for timely fulfillment and resolve delivery issues.
- Handle order cancellation, replacement, or return requests in compliance with GeM protocols.
6. Payment & Invoice Management
- Prepare and upload invoices on GeM in correct formats.
- Track payment status and coordinate with buyers for timely release of payments.
- Address payment disputes and reconcile accounts periodically.
7. Capacity Building & Training
- Train internal teams, suppliers, or government officials on GeM processes and best practices.
- Develop user manuals, process documents, and SOPs for smooth GeM operations.
8. Liaison & Coordination
- Act as the point of contact between organisation, GeM helpdesk, and government departments.
- Follow up on pending approvals, escalations, and dispute resolution with the GeM authorities.
9. Data Analysis & Reporting
- Generate MIS reports on GeM transactions, bid participation, order status, and financials.
- Provide market intelligence by analyzing competitor pricing and government procurement trends.
10. Continuous Improvement
- Recommend process improvements for faster procurement and increased success rate in bids.
- Explore new GeM features (e.g., Direct Purchase, L1 procurement, RA) to optimize opportunities.
Qualifications & Skills
Education:
- Bachelor's Degree in Business Administration, Commerce, Economics, or a related field (MBA preferred).
Experience:
- 4–6 years of relevant experience in GeM operations, government procurement, or public sector tenders.
- Proven track record in successful bid participation and order fulfillment on GeM.
Skills & Competencies:
- Strong understanding of public procurement policies and processes.
- Proficiency in MS Office (Excel, Word, PowerPoint) and GeM portal operations.
- Excellent communication, negotiation, and coordination skills.
- Detail-oriented with strong analytical and problem-solving abilities.
- Ability to manage multiple tenders and orders simultaneously under tight deadlines.
Key Performance Indicators (KPIs)
- Number of tenders successfully bid and awarded.
- Order fulfillment timelines and compliance adherence.
- Value of contracts secured through GeM.
- Accuracy of listings and documentation.
- Timely payment realization from buyers.
