The Business Control Office (BCO) Group Director will lead the implementation of a robust risk and control framework within the business, consistent with LSEG policies and standards. Reporting to the COO Group Leader of Operational Risk and Anti-Financial Crime, this individual will coordinate all risk and control activities across COO to ensure control processes are well documented, effective, and compliant as well as being responsible for promoting operational excellence and a proactive risk culture. This position is key to establishing and maintaining an effective risk management framework that safeguards the organisation's reputation, supports sustainable business practices, and helps achieve strategic objectives within defined risk tolerances.
Key Responsibilities
- Establish and promote a strong risk culture within the division, including developing and delivering risk awareness initiatives and training.
- Ensure business processes are robust, have clear ownership, and are supported by well-documented operating procedures.
- Ensure controls are designed and operating effectively, periodically reviewed, and tested
- Maintain a complete and accurate control inventory and oversee risk-based control testing in line with Group Framework and Guidance.
- Develop and maintain local first line risk processes for risk identification and assessment, supporting risk-based decisions across key activities such as Risk and Control Assessments, New Product and Market Approvals.
- Escalate and track all 'Outside Risk Tolerance' remediation activities within the appropriate governance forums.
- Ensure limit frameworks and Key Risk Indicators (KRIs) are established to control risk exposures, with thresholds aligned to Group Risk Appetite, and manage breaches through defined procedures.
- Establish and manage local governance structures to support divisional risk-based decision-making, including procedures for issue escalation and incident/breach reporting.
- Lead the 1LOD risk assessment and maintain the Risk and Control Assessment (RCA), coordinating with the central first line of defence to identify and remediate control vulnerabilities.
- Escalate and report any 'Outside Risk Tolerance' risks that are risk-accepted by the business, ensuring ongoing reassessment as necessary.
- Present and lead 1LOD incident reviews for material incidents, including documenting root cause analyses and implementing remediation measures to mitigate future risks.
- Provide 1LOD expert assessments of risks related to new strategies, products, major projects, or changes to the business's overall risk profile, to inform business stakeholders.
- Ensure all self-identified audit issues are promptly flagged to senior management. Coordinate with internal audit teams to support planned audits, review findings, and manage remediation plans.
- Review Line 2 requirements and provide input into key framework design decisions at a senior level to ensure divisional alignment and effectiveness.
- Ensure adherence to Group Risk Policies and Standards, including management of attestations, policy change oversight, and waiver management within the division.
- Maintain a divisional Risk Register that is regularly reviewed and updated by the business.
- Coordinate the risk reporting and management information (MI) produced by the division to support divisional leadership, as well as group and divisional risk committees in fulfilling their risk management duties.
Required Skills and Qualifications
- 15+ years of experience in risk management, control functions, or business operations, ideally within financial services or a regulated environment.
- Strong knowledge of 1st line of defence risk and control models and operational risk frameworks.
- Excellent analytical capabilities and attention to detail, with the ability to interpret and implement complex policies and regulatory requirements.
- Proven communication, coordination, and stakeholder engagement skills, with a proactive and solution-oriented approach.
- Ability to manage multiple priorities, deliver results under pressure, and drive continuous improvement of risk and control environments.
