We are seeking an Proposal Writer / Tendering Manager to support our participation in U.S. Federal Government construction projects. This role involves reviewing and analyzing tender documents, preparing fully compliant technical and financial proposals, and coordinating with our estimating, engineering, and management teams to deliver winning submissions.

Key Responsibilities

  • Review & Analyze Tender Documents:

  • Carefully review RFPs, RFQs, BOQs, drawings, and technical specifications.

  • Identify key requirements, deliverables, and compliance criteria.

  • Create a checklist of all forms, submittals, and attachments required.

  • Proposal Preparation & Packaging:

  • Prepare complete bid(Tendering) packages, including separate technical and price proposals.

  • Ensure correct formatting, pagination, and electronic submission compliance (PIEE, PDF requirements).

  • Technical Documentation:

  • Coordinate with project managers and engineers to finalize approach.

  • Commercial & Financial Coordination:

  • Prepare price proposals with all CLINs completed.

  • Review subcontractor quotes and supplier information to ensure alignment with requirements.

  • Negotiation & Communication:

  • Liaise with subcontractors, suppliers, and internal stakeholders to gather necessary data.

  • Support negotiation of terms with subcontractors/vendors to ensure competitive pricing and compliance.

  • Compliance & Quality Assurance:

  • Cross-check proposals against solicitation requirements and FAR/DFARS clauses.

  • Maintain up-to-date knowledge of NAVFAC/USACE submission standards and federal acquisition regulations.
