Job Summary:

The Human Capital Officer will be leading the Human Resources of the International Solar Alliance's mission by providing comprehensive Human Capital services to a diverse and international workforce. The position would directly report to Chief of Operations to ISA. This position requires a highly skilled and experienced HR professional with a strong understanding of international best practices, proven expertise in all aspects of HR operations, and the ability to quickly grasp and implement world-class systems and practices. The ideal candidate will possess a strategic mindset, exceptional communication skills, and a passion for contributing to a high performing and inclusive organizational culture.

Responsibilities of the role

Talent Acquisition:


• Oversee the full-cycle recruitment process, from sourcing and screening candidates to conducting interviews and extending offers, ensuring compliance with ISA policies and international best practices.


• Develop and implement innovative sourcing strategies to attract top talent from diverse backgrounds and locations.


• Partner with hiring Managers to understand their staffing needs and develop effective recruitment plans.


• Oversee the background checks and reference checks process for potential employees.


• Manage the onboarding process for new hires, ensuring a smooth and positive integration into the organization.

Compensation and Benefits:


• Conduct salary benchmarking and market research to ensure competitive compensation and benefits packages.


• Administer the organization's compensation structure, ensuring fair and equitable pay practices.


• Develop and implement compensation and benefits policies and procedures.


• Analyze compensation data to identify trends and areas for improvement.


• Manage the annual salary review process.

Payroll and Benefits Administration:


• Oversee the accurate and timely processing of payroll, ensuring compliance with the UN Common Systems, Manual of Regulation, local labour laws and international regulations.


• Administer employee benefits programs, including health insurance, ISA's pension scheme, and leave policies.


• Serve as the primary point of contact for employee inquiries regarding payroll and benefits.


• Manage relationships with external payroll and benefits providers.


• Ensure compliance with all applicable tax regulations and reporting requirements.

Performance Management:


• Given ISA as a new international organization, bring best practices to design and develop the organization's performance management system, ensuring fair and consistent application of policies and procedures.


• Provide guidance and support to "Managers with Staff" on performance management best practices.


• Facilitate the performance review process, ensuring timely and constructive feedback to employees.


• Identify and address performance issues, working with "Managers with Staff" to develop improvement plans.


• Analyse performance data to identify trends and areas for improvement.

HR Operations, Employee Relations and Compliance:


• Ensure compliance with all applicable labour laws, regulations, and international HR standards.


• Design and manage a world-class employee relations program at ISA


• Develop and maintain HR policies and procedures, ensuring they are up-to-date and aligned with organizational goals.


• Partner with the Staff Representative Body (SRB) managing employee relations issues, conducting investigations and resolving conflicts in a fair and timely manner.


• Oversee the maintenance of accurate and confidential employee records.


• Prepare HR reports and metrics, providing insights to management on key HR trends and performance indicators.

Technology


• Design and develop IT tools to manage Human Resource management with transparent and time bound automation.

Education and Experience


• Master's degree in Human Resources Management, Business Administration, or a related field.


• Minimum 10 years of progressive HR experience, with at least 5 years in a global organization with some international footprint.


• Demonstrated experience working with multilateral organizations, or top-tier private sector organizations known for HR best practices.


• Past experience of transitioning organizations from manual processes to designing and developing IT systems (like HRIS systems or SAP SuccessFactors, LMS) for managing HR would be highly desirable.


• Comprehensive knowledge of all HR functional areas, including talent acquisition, payroll and benefits administration, learning and development, performance management, compensation, and employee relations.


• Strong understanding of international labour laws and regulations.


• Excellent communication, interpersonal, and presentation skills.


• Proven ability to work effectively in a diverse and multicultural environment and a commitment to Gender Equity.


• Certification in HR (e.g., SHRM-SCP, SPHR, CIPD) is desirable.

Languages and IT Skills

The role demands a very high level of writing and verbal communication skills. As English is the official and working language of the Organization, excellent command of both written and spoken English is required. Knowledge of other languages (i.e., French, Spanish, and Arabic) would be advantageous. The role demands substantial writing and verbal communication skills. Satisfactory skills in ERP, ICT implementation project management systems/software, Outlook, and MS Office products, and experience in managing this role is required.
