Position Overview

The CMGGA Programme is a flagship initiative of the Government of Haryana, supported by Global Village Foundation and Rishihood University, aimed at engaging promising young minds to strengthen governance at the grassroots. It focuses on a results-driven approach, combining experiential learning with social impact to create sustainable improvements in public service delivery. As an immersive fellowship, the CMGGA Programme places Associates in all 22 districts of Haryana, enabling them to work alongside district administrations and the Chief Minister's Office while contributing to impactful reforms and improved service delivery.

The Programme Manager will play a pivotal role in providing strategic direction, programme management oversight, and cross-sectoral coordination, while ensuring that the CMGGA Fellows and the Programme Team deliver high-impact outcomes at both state and district levels.

Role and Responsibilities

  • Lead the team through the entire project life cycle and oversee approved project implementation from start to finish by planning, budgeting, scheduling, and tracking project plans.
  • Report reviews and performance review of Associates with rigorous quality checks while finalizing the approach, methodology, and deliverables to ensure impact.

  • Coordination with CM's Office to set goals, define performance metrics, and drive high-impact outcomes.
  • Design and implement innovative dissemination strategies, integrating multimedia formats and branding toolkits to enhance visibility and uptake.

  • Be an active member of the Senior Management Team and contribute to strategic direction, organisational decision-making, knowledge management, and other management-related issues.
  • Establish a monitoring and evaluation framework and an MIS database to track progress, identify bottlenecks, and generate data-driven reports.
  • Oversee finance, HR, contracts, compliance, and audits by ensuring effective financial systems, expenditure control, payroll and labor law compliance, contract and procurement oversight, etc.

Qualifications and required experience:

The ideal candidate must exhibit excellent project coordination, teamwork, organizational, self-management, and communication skills. The following are the qualifications & requirements:

  • Master's/Ph.D. from a premier institute with 12 to 15 years' experience in fellowships, consulting, government, management, or similar leadership roles.
  • Proven track record of results, innovation, and multi-stakeholder partnerships.
  • Experience managing large, complex projects, end-to-end.
  • Ability to work under pressure, handle multiple priorities, and deliver at pace.
