Minimum : Graduate in Economics/ STEM/ Management

Desirable : Post-Graduate or PhD in Economics/ STEM/ Management

Common functions:

i. To assist the Network Planning Group (NPG) on the matters related to PM GatiShakti and National Logistics Pollcy (NLP).

ii. To provide expertise for integration of interconnected multimodal network transport and infrastructure for efficient movement of people, Goods and services.

iii. Assist in improving decision making through effective logistics data analytics, standardisation through streamlining of processes

iv. Assessment of project proposals included in the PM Gati Shakti National Master Plan in consultation with other domaan speciflc SMEs, Offlcers of TSU, Logistics Davision and Line Ministries/Departments.

v. Examination/ evaluation of projects on PM Gati Shakti principles like logistics efficiency, utility to economic clusters, integrated approach to planning, perspective of multimodality and area development approach.

vi. Having knowledge/aware of Government policies, regulations and best practices, principles to the extent relevant to the Subject matter/PM Gati Shakti/National Logistics Policy with a focus on sustainable and inclusive development principles.

vii. Preparation of reports, presentations, and other communication materials to convey landings,

recommendations and implementation strategies and play role in capacity building.

viii. Knowledge for use of project management tools and techniques, as well as digital technologies such as GlS, Transportation modelling softvvare etc. during evaluation of project proposals.

ix. Economic Nodes are important for critical evaluation of infrastructure projects. Accordingly basic understanding of economic nodes i.e. SEZ, CFS, lCDs, industrial nodes, Export Oriented Districts etc. is desirable.

xi. Any other work related to PM Gatishakti, Network Planning Group, National Logistics Policy in

particular and Logistics Sector in general.

x. To collaborate with government agencies, prlvate sector partners, and international organizations to develop innovative solutions for critical gaps in integrated planning.

JOB DESCRIPTION

The Railway Expert for the PM Gati Shakti program will be responsible for providing specialized knowledge and expertise in railway systems to support the planning, development, and optimization of rail infrastructure within the initiative. This role Involves strategic analysis, project coordination, and stakeholder engagement to enhance railway connectivity, efficiency, and sustainability in alignment with the goals of PM GatiShakti.

Key Responsibilities:

Strategic Planning and Analysis:

• Develop comprehensive railway development plans that align with the objectives of PM GatiShakti.
• Conduct detailed analyses of current rail systems and forecast future requirements based on economic, demographic, and technological trends.
• Perform feasibility studies and risk assessments for proposed railway projects.
• Analyse railway infrastructure capacity and constraints to identify opportunities for capacity expansion or optimization.
• Analyse operational data to identify trends, bottlenecks, and areas for improvement in train operations

Technical Expertise and innovation:

• Provide technical guidance on railway design, construction, and maintenance practices.
• identify and promote the adoption of innovative technologies and practices to improve railway operations and infrastructure.
• Ensure the integration of multi-modal transport solutions, enhancing overall connectivity and efficiency

Policy and Regulatory Compliance:

• Ensure railway projects comply with national and regional policies, regulations, and safety standards.
• Stay updated on changes in railway laws, regulations, and best practices.
• Advise on policy development to support railway infrastructure improvement and innovation.

Stakeholder Engagement:

• Engage with government agencies, private sector stakeholders, and local communities to gather input and address concerns related to railway projects.
• Facilitate public meetings, consultations, and workshops to promote stakeholder participation and transparency.

Data Management and Reporting:

• Maintain accurate records of railway data, plans, and projects.
• Utilize Geographic information Systems (GlS) and other planning tools for spatial analysis and project visualization.
• Prepare detailed analytical reports and dashboards for monitoring and evaluation purposes.
