Jan Sahas, established in the year 2000, is a not for profit grassroots organization committed to promote the development and protect the rights of socially excluded communities with a special focus on girls and women through the eradication of all forms of bondage including manual scavenging and caste-based prostitution; empowerment of adolescent girls and women to end violence and gender justice, skill development for dignified livelihoods and social entrepreneurship; legal aid for access to justice and reform in the criminal justice system; support in education; food and nutrition, security; land and agriculture development; develop barefoot lawyers to build victim or survivors as leader and empowerment of communities through capacity and organization building.
About MRC:
Migrants Resilience Collaborative (MRC) is a grassroots-led multi-stakeholder collaborative of non-profit, philanthropic, and private sector actors focused on ensuring dignity, safety, security, and mobility for vulnerable migrant families across India. The Collaborative will be India's largest grassroots-led collaborative, and largest non-governmental initiative dedicated to the migrant workers and their families.
Jan Sahas will support 10 million workers and their families in 100 districts and cities (across source and destination) with the following outcomes:
1. Delivering social security entitlements
2. Providing access to responsible and ethical recruitment
3. Strengthening tracking, worker protections, welfare, and redressal

About the position
We are looking for a Lead, MEL, who would be responsible for coordinating and implementing the monitoring, evaluation, and learning framework for MRC. This will include assisting the Director, MEL, in developing MEL frameworks with appropriate metrics for impact (both short-term and long-term). The Lead will be responsible for translating the MEL framework into a clear and actionable plan for the program team, gathering quantitative and qualitative evidence to regularly monitor progress, and report the insights for program progress and challenges.
Key Responsibilities
1) Preparation:
Develop overall monitoring and evaluation plans at the program level.
Propose appropriate designs suited for the nature of the monitoring and evaluations in close consultation with the Program and MEL teams.
Develop and finalize indicators to be tracked – by the sources and the frequency of tracking them.
2) Execution:
● Lead in the conceptualization and finalization of the Monitoring and Evaluation systems (in terms of finalizing the SOPs, MEL plans, and assessment tools).
● Provide technical support and guidance to the MEL team (within the program) in executing various monitoring and evaluation assignments, including design, tools, fieldwork monitoring analysis, and reporting.
● Lead the process of generating insights based on the analysis shared by the MEL team and present insights periodically at the program level.
● Directly responsible for the timely submission of reports to program and partnerships teams; responsible for the quality of all MEL outputs.
● Participate in program strategy meetings and provide input into the design and evaluation of program strategies through small pilots.
3) Management:
● Line-manage the MEL Coordinators, including recruitment, day-to-day management, development and training, appraisals, including acting as a mentor; recruitment and career planning of all MEL Coordinators.
4) Data Management and Analysis:
● Improving the Dashboard to make it easier for teams to get the data they need.
● Handle data requests from internal and external teams, fetch data from Power BI, and work with the external data team to fetch information from the database.
● Work on Analyzing the data and proposing strategies for program improvement.
Ideal qualification and work experience
● Master’s degree in in a relevant field (e.g., Social Sciences, Statistics, etc.)
● Proven experience in research, data collection, and analysis.
● Strong analytical and problem-solving skills.
● Excellent communication and interpersonal skills.
● Proficiency in advanced Excel. Also, experience with any of the other data analysis tools (e.g., SPSS, Stata, R, Python, etc.) will be needed.
● 7+ years of experience working in research, monitoring and evaluation projects in the development sector
● Knowledge of the subject of migration and labor rights and entitlements is a plus.
● Experience in designing and managing beneficiary monitoring and database systems.
● Good understanding of social science research, large-scale surveys, data analysis, and report writing
● Capacity to produce reports and prepare graphic presentations
● Self-starter who will thrive in a growing organization by taking ownership and initiative
● Good interpersonal and articulation skills
● Openness to listen, learn, and contribute beyond the confines of this role
