Green Mobility Zone Implementation Specialist

We are seeking a highly motivated Project Associate to play a pivotal role in our endeavor to create healthy, vibrant liveable urban spaces in Indian cities.

Key Responsibilities:

1. Develop and operationalize a Low Emission Zone (LEZ) framework tailored for Mathura, ensuring seamless integration with existing infrastructure.

• Conduct a thorough baseline assessment of vehicular and industrial emissions in the city, identifying key areas of improvement.
• Identify vehicle categories, emission thresholds, and compliance strategies for the LEZ, ensuring a balanced approach to environmental sustainability and economic viability.
• Propose effective monitoring mechanisms, leveraging Vahan data, ANPR, and on-ground enforcement to ensure optimal performance.
• Assess and recommend sustainable mobility solutions, including EV adoption pathways, public transport electrification, NMT integration, and multimodal connectivity, to foster a cleaner and healthier environment.
• Support the preparation of a roadmap for EV integration across municipal transport operations, encompassing buses, freight, paratransit, and other essential services.
• Develop policies to encourage clean fuels, promote the scrappage of end-of-life vehicles, and facilitate charging infrastructure development, aligning with national and international standards.
• Collaborate with municipal corporation, UPPCB, RTO, traffic police, and state EV cell to ensure a unified approach to LEZ implementation.
• Engage in consultations with local businesses, citizen groups, and transport operators to guarantee smooth LEZ implementation, addressing their concerns and requirements effectively.
• Provide support for awareness and capacity-building activities, fostering a culture of environmental responsibility among stakeholders.

Road Safety, Placemaking, Streetscaping, and Capacity Building:

• Design Analysis and Project Development: Conduct site-specific urban challenges analysis and create or support viable design strategies and proposals for their resolution, prioritizing safety and aesthetics.
• Tactical Urbanism: Collaborate with the team to implement temporary design changes (tactical urbanism trials) to test improvements and gather valuable feedback from stakeholders.
• Training and Development: Conduct internal and external workshops to raise awareness and build capacity on street design and road safety principles, empowering stakeholders to make informed decisions.
• Reporting and Communication: Prepare regular progress reports (weekly, monthly, quarterly) for donors, summarizing program activities and achievements, highlighting success stories and lessons learned.
• Creative Development: Create engaging visual aids like posters and presentations for training programs and community engagement initiatives, promoting environmental awareness and education.

Community Engagement and Outreach:

• Raahgiri Days: Assist the team in organizing Raahgiri Days and other public awareness campaigns that promote street design for improved sustainability, safety, and community interaction, fostering a sense of ownership and responsibility among citizens.

Qualifications:

1. Master's degree in environmental science, Urban Planning, or Design and/or allied disciplines, demonstrating expertise in relevant fields.
2. Proven experience working on urban spatial and/or environmental issues, preferably in air pollution control, EV policy integration, and urban design, showcasing a track record of successful projects and collaborations.
3. Strong understanding of urban mobility challenges and policies, enabling effective navigation of complex stakeholder dynamics.
4. Excellent research, data analysis, and communication skills, facilitating the development of compelling narratives and persuasive arguments.
5. Ability to work independently in a remote location, and as part of a team, managing multiple priorities and deadlines effectively.
6. Strong organizational and time management skills, ensuring timely delivery of high-quality results.
7. Responsiveness to stakeholder needs and requirements, demonstrating empathy and a customer-centric approach.
8. Proficiency in MS Office Suite and data analysis tools (e.g., ArcGIS, R), leveraging technical expertise to drive project outcomes.
9. Hindi and English fluency is a must, enabling effective communication with diverse stakeholders.

Desirable Skills:

1. Experience working on green mobility, LEZ projects, or similar, in India or abroad, demonstrating adaptability and transferable skills.
2. Knowledge of government policies and regulations related to urban design, air quality, and transportation, providing a competitive edge in a rapidly changing landscape.
3. Familiarity with regulatory frameworks (CAFE, BS-VI emission norms, NCAP, FAME), ensuring a deep understanding of industry standards and best practices.
4. Experience in stakeholder engagement and public outreach, showcasing ability to build trust and rapport with diverse groups.
5. Experience with GIS mapping and data visualization tools, leveraging geospatial analysis to inform project decisions.
