Technical Program Manager II

Overview
Our team is responsible for the development and operation of Linux operating systems that power Azure, from virtual machines and containers to bare metal and silicon, in the cloud and at the edge. We collaborate closely with upstream communities, software and hardware vendors, OEMs, Linux distribution partners, and hundreds of customers inside and outside Microsoft to create and operate OS platforms and products with the highest security, hardware-accelerated performance, and innovation agility.
Responsibilities
- Define project scope and plan through delivery of assigned products and related product releases.
- Ensure the oversight and coordination of dependencies across the project and resolve or escalate conflicts.
- Represent customer input in both technical and business terms with descriptive requirements to ensure the value of the project is realized.
- Deliver, document, and circulate an end-to-end plan, including activity, dependencies, timing, and ownership.
- Evaluate and compare performance against other market offerings in Azure and develop baseline targets.
- Conduct regular meetings with senior executive bodies to inform and alert them of any issues arising from the performance of individual projects within the portfolio.
- Lead reviews of significant initiatives, projects, or programs that are challenged and provide recommendations as to whether it should continue, be significantly changed, placed on hold, or discontinued.
Requirements
- A minimum of a bachelor's degree in computer science or engineering, or a related field, or equivalent alternative education, skills, and/or practical experience.
- Minimum of 6+ years' experience in a software development leader or program manager role managing multiple software projects concurrently.
- Adaptive communication skills in verbal and written form with peers, executives, and engineers.
- 2+ years of experience working with global teams in different time zones.
- 2+ years of experience working with Linux in production environments.
Preferred Qualifications
- Experience with performance analytics, benchmarking concepts, and tooling.
- Proven ability to drive large-scale projects with high collaboration and leadership.
- Excellent written and oral communication skills.
- Excellent judgment, decision-making skills, and the ability to work under continual deadline pressure.
- Excellent presentation skills and experience of presenting to senior management.
- Depth knowledge across PM methodologies (e.g., DevOps, Iterative, Waterfall, SCRUM, XP, PMI, Agile).
