Job Overview

We are seeking a highly skilled Public Finance Expert to join our Government and Social Impact team at MicroSave Consulting. This is a unique opportunity to work on high-impact projects that drive transformation in government finance management.

Estimated Salary: $80,000 - $110,000 per annum

The successful candidate will have a strong background in public finance, with experience working with governments, development consulting firms, and large transformation programs. About the Role

As a Public Finance Expert, you will be responsible for:

  • Documenting best practices in public financial management in India and internationally, particularly in the context of just-in-time funding.
  • Conducting process documentation for PFM systems and processes from allocation to expenditure reporting for select programs, schemes, or departments.
  • Identifying delays in existing PFM systems and processes, particularly in disbursements, spending efficiency, and expenditure reporting.
  • Working closely with the technology team to assess the potential of digital tools and process improvements required to address identified gaps in PFM systems or processes.
  • Developing GPR documents to facilitate Union Government and/or select states in digital tool implementation/integration with existing systems during pilot implementations.
  • Collaborating with various government departments, regulators, technology solutions providers, private sector partners, international organizations, and governments.
  • Hosting delegations from governments and planning exposure visits alongside clients and the MSC team.
Requirements

To be considered for this role, you will need:

  • A Master's degree or higher in Finance, MBA in Finance, CA, Masters in Economics, Masters in Public Policy, or other relevant professional qualifications.
  • Experience working with ICT in government systems/schemes and large transformation programs with government/multilateral/bilateral agencies.
  • Experience conducting public expenditure management studies/reviews/audits.
  • Existing relationships with government, multilateral agencies, donor agencies, think tanks, and industry.
  • Leadership skills, decision-making skills, problem-solving skills, people-management skills, and excellent spoken and written English.
