IT Proposal Manager

A successful IT Proposal Manager should have expertise in crafting compelling proposals for U.S. federal government contracts, particularly IT-focused projects such as software development, cloud solutions, and cybersecurity implementations.

  • This position involves overseeing proposal development for federal RFPs, RFIs, RFQs, and task orders for IT projects including cloud migrations, software solutions, and cybersecurity ensuring compliance with solicitation requirements.
  • Collaborate closely with IT stakeholders, solution architects, and cybersecurity experts to gather requirements, develop win themes, and write engaging proposal sections on technical approach management plans.
  • Manage complex proposal schedules and deliverables using project management tools ensuring timely submissions for IT-focused bids.
  • Develop, edit, review, and refine proposal content for IT solutions ensuring clarity, persuasiveness, and adherence to FAR, DFARS, and IT-specific standards NIST 800-53 CMMC.
  • Maintain proposal reviews matrices and IT-focused content libraries for past performance on cloud or software projects.
  • Stay up-to-date with federal acquisition regulations, IT industry trends, cloud computing, DevSecOps, and agency-specific IT requirements to enhance proposal strategies.
Requirements
  • Bachelor's degree in Business, Communications, Information Technology, or a related field.
  • 6+ years of experience in proposal management writing for U.S. federal bidding on IT projects for agencies like DoD, DOE, or HHS.
  • Expertise in federal procurement processes, GSA Schedules, IDIQ BPAs, and IT compliance standards FAR, DFARS, NIST 800-53 CMMC.

Familiarity with:

  • Microsoft Office Suite (Word, Excel, PowerPoint) for proposal drafting and technical diagrams.
  • Adobe Acrobat Pro for document editing and compliance.
  • SharePoint, Google Workspace for IT team collaboration.
  • Proposal software (Privia, Qvidian) for managing IT proposal workflows.
  • Project management tools (Jira, MS Project) for tracking IT project bids.
  • IT-specific tools (Visio, architecture diagrams, GitHub) for software proposal versioning.
