Job Description 1. Role Overview We are seeking a highly skilled GeM Consultant / Full-Time GeM Bidding Specialist to manage government procurement, tender bidding, and business acquisition through the Government e-Marketplace (GeM) portal. The ideal candidate will support Drone as a Service (DRAAS) operations for Industrial and Agricultural sectors and drive Agri Drone sales by identifying and winning government tenders. 2. Key ResponsibilitiesA. GeM Portal & Tender Management - End-to-end management of GeM portal operations: product listing, catalog management, compliance, and documentation. - Identify relevant government tenders for: - Industrial Drone as a Service (inspection, surveillance, thermal, mapping, shutdown operations). - Agricultural Drone as a Service (spraying, monitoring, plantation mapping). - Agri Drone Sales (10L / 16L / 30L drones). - Prepare and submit technical & financial bids on GeM. - Analyse tender terms, eligibility, and prepare bid compliance matrix. - Coordinate with internal teams for techno-commercial proposal preparation. - Handle tender clarification, corrigendum tracking, and pre-bid meeting participation. - Maintain complete tender documentation and audit-ready reports. B. Business Development Through Government Channels - Identify opportunities from Govt Departments, PSUs, Agriculture Universities, Smart Cities, Forest Dept, Disaster Mgmt, Power Utilities, Oil & Gas, PWD, Panchayat offices, etc. - Handle enquiries raised through GeM, direct government communication, and walk-ins. - Liaise with officials for demonstrations, technical presentations, and pilot projects. C. Pricing, Negotiation & Contract Execution - Prepare competitive pricing for GeM tenders as per company's approved margin structure. - Conduct negotiation through RA (Reverse Auction) and BOQ formats. - Finalise contracts, coordinate LoA / Work Orders, and support project handover to execution teams. D. Compliance & Documentation - Maintain statutory documents required for tender participation: - GST, MSME/Startup certificates, financial statements, OEM certificates, performance records, empanelments, etc. - Ensure all GeM product listings are compliant with DGCA norms, drone manufacturing standards, and service capability. E. Coordination & Reporting - Work closely with: - Projects & Services (DRAAS Industrial) - Agriculture DRAAS Team - RPTO Team - Drone Manufacturing / Quality - Sales & Marketing - Prepare weekly/monthly reports on tenders participated, won, lost, and upcoming opportunities. 3. Required Skills & Qualifications - Proven experience with GeM portal management and government tender bidding (mandatory). - Strong understanding of Drone as a Service, UAV operations, or willingness to learn quickly. - Familiarity with Industrial inspections (Oil & Gas, Powerline, Energy, Utility sector) and Agri drone applications. - Excellent knowledge of tender documentation, e-procurement, RA bidding, contract terms, and government procurement rules. - Strong communication skills, documentation ability, and attention to detail. - Proficiency in MS Excel, Word, PowerPoint. - Bachelor's degree in Engineering/Management/Commerce preferred. 4. Additional Advantages - Experience with DGCA documentation, RPTO processes, or drone sales. - Prior work with PSU projects, State Agricultural Departments, or Central Govt schemes. - Understanding of GeM 4.0, OEM onboarding, and vendor assessment (VA/VAC). 5. Key Deliverables - Increase tender participation for DRAAS Industrial & Agri sectors. - Secure government orders for drone services and drone sales. - Maintain 100% compliance on GeM listings and documents. - Deliver successful bid submissions with high win rate.
