**Key Responsibilities**
- Develops proposals by assembling information including project objectives/outcomes/deliverables, proposal schedule, implementation, writing assignments for internal and external resources, methods, staffing, budget, standards of performance, and evaluation.
- Writes, revises, and edits drafts including executive summaries, conclusions, and organization credentials.
- Assists with developing pricing schedules for proposals.
- Determines proposal concept by identifying and clarifying **opportunities and needs.**
- **Reviews and responds to requests for proposals (RFPs).**
- **Meets proposal deadline by establishing priorities and target dates for information gathering writing, review, and approval.**
- **Enters and monitors tracking data for multiple proposal status.**
- **Coordinates requirements with contributors; contributing proposal status information to review meetings; transmits proposals.**
- **Determines proposal and SOW concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy meetings.**
- Produce high-quality documentation that meets applicable standards and is appropriate for its intended audience
- Analyze existing and potential content, focusing on reuse and single-sourcing opportunities
- **Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases**.
- **Improve proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate, implementing change**s.
- Leads debrief assessment meetings to discuss and analyze recent wins and losses. This includes development of presentation materials.
- Manages external proposal resources such as graphic designers and proposal managers.
- Participates in BD meetings with potential partners.
- Contributes to the creation and organization of the past performance library, the proposal library, and the proof point library.
- Creates compliance matrices/cross-walks to ensure proposal compliance when required by proposal.
- Other duties may be assigned.

**You have**:

- Ability to deliver high-quality documentation paying attention to detail
- Must have experience in **writing RFP documents /proposal writing**
- Ability to quickly grasp complex technical concepts and make them easily understandable in text and pictures
- Excellent communication skills in English
- Strong working knowledge of Microsoft Office
- Experience in writing bid documents, technical documents, and project management documentation.
- Must have experience in developing proposals and SOW by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation.
- Having experience in writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.

**Awesome to have**:

- Previous experience in software development documentation
- Professional certification (ex: Society for Technical Communication)
- Experience in using XML tools to create documentation

**Education and Experience**:

- **2 or more years of experience responding to government proposals.**
- **2 or more years of experience in developing and managing proposals.**
- **Prior experience with Federal Government Proposal responses (RFPs).**
- **Expertise in full cycle proposal/contract writing (RFP release, submittal, and contract award).**
- **Technical Documentation and Layout Skills are required.**
