Job Description

2-3 months contract with an East London based Local Authority

Job Summary:

·         The successful candidate will sit within the Reshaping our Homelessness Service workstream, which is part of the wider Housing Transformation Programme.

·         The candidate will also have oversight of key projects across the Programme, specifically the Digital Workstream.

·         They will work closely with the Homelessness workstream Team to ensure change and innovation is managed effectively within the service.

·         The main workload will be short term projects which need to move from change into business as usual, whilst supporting the longer-term work within the Housing Service.

·         This post will be responsible for oversight of a number of key projects sitting within the Homelessness workstream, including role and responsibilities, Housing Sustainment Team, Tenancy Relations Service and our face-to-face offer.

Key Duties/Accountabilities:

·         Manage projects within the Digital and ICT Change portfolio to ensure the delivery of the required outputs.

·         Relationship management, building strong working relationships with stakeholders across the Council.

·         Engage with stakeholders and partners to ensure commitment to aims of the project through the use of effective influencing skills.

·         Secure compliance and engagement with the project amongst the necessary stakeholders.

·         Monitor and control the approved project plan.

·         Authorise project expenditure in accordance with the project budget.

·         Manage, lead, and support the project team to ensure that they meet their objectives and address any issues as appropriate.

·         To report on project activity for project and programme boards as necessary.

·         Manage risk within area of responsibility. Ensure all stakeholders are aware of and comply with relevant regulations and procedures.

Essential Experience Required:

·         Experience in managing and leading a team and encouraging them to meet personal and organisational objectives.

·         Experience of managing technology projects, working to time, budget and quality in a large organisation.

·         Experience of managing a mixed and varied workload of conflicting priorities responding effectively to the needs of all customers.

·         Experience of report writing and communications for a variety of audiences, demonstrating numeracy and literacy, and applying expert knowledge.

·         Experience in dealing with a range of complex and contentious matters requiring a consistently high degree of support, persuasion and advocacy and an awareness of major policy objectives.

·         Experience working with Local Authorities/Housing Associations/Public Sector.

Essential Qualifications Required:

·         Educated to degree level or equivalent standard.

·         Recognised programme or project management accreditation – e.g. Prince2, Managing Successful Programmes, Agile etc.

Additional information to note:

·         Priorities change regularly and the post-holder will be required to work in an agile way, responding to the current needs of the service.

·         Occasionally the post will be expected to work from other locations.

·         Reports to: Programme Manager
