BACKGROUND:

PassingGiftsPrivateLimited(PGPL)isawhollyownedsubsidiaryofHeiferInternationalUSAanditprovideservices in educating, consulting, training, advising, and providing professional and technical services to individuals, associations,andentitiesinIndiaandabroad,particularlythosewhosupportorareworkingintheareasofsocial advancement and sustainable development. This position may also require service agreements, secondment agreements, between entities, etc.

FUNCTION:

TheProgramManager-Enterprise&MarketDevelopmentwillleadPGPL’sprojectactivitiesonconnectingfarmer- producer organizations (FPOs) and self-help groups with market intermediaries and support the development of micro and small enterprises (MSMEs). S/he will coordinate with the Access to Finance lead in the development and execution of the overall strategic vision, goal and objectives of the access to finance component.

TheProgram Manager - Enterprise& MarketDevelopmentwillexploreand collaboratewith different publicand private sector organizations to strengthen the forward and backward linkages in both product markets and input/service markets. This position will assist in developing and managing prototypes towards upgrading value chainsanddevelopscale-upstrategiesforthewiderbenefitofPGPLprojectbeneficiariesandsub-sectorgrowth.

RESPONSIBILITIESANDDELIVERABLES:(includingapproximatepercentageeffort) 

Business Development and Branding (30%)

Carry out market research on demand and supply, value chain analysis, business venture feasibility studies,stakeholdermapping,etc.,toidentifyviableenterpriseestablishmentorstrengthenexisting enterprises. Supporttodevelopbankablebusinessplans(bothatstart-upandgrowthstages)andconnectwith relevant financial and non-financial service providers (medium and large-scale business ventures). IdentifybrandingoptionsforPGPLfarmers’productsformarketpromotion(legalrequirements, compliance protocols, current practices, . PrepareFPOenterpriseandMarketDevelopmentstrategies,rolloutplansandtrackprogress. DevelopadigitalinteractiveplatformwithProduct-PriceMarketInformationSystem(ingoatvaluechain) for the use and benefit of all value chain actors and stakeholders. Identifyandrecommendthebestsuitedmarket(promotion)strategiesandpricingsystemforthe business ventures. Identify new medium and large-scale business ventures in the selected value chains and provide entrepreneurswithassistanceincludingformal/informaltrainingsandcoaching,exposurevisits,etc. Guide,coachandfacilitatetheSmallholderFarmerOrganizations(SFOs)andothervaluechainactorsin the process of branding products. Developprojectimplementationplansforthemarketdevelopmentcomponentwithcleartimelinesand deliverables.

BuildCapacityofProjectStaff,PartnersandFPOs(25%)

Assisttoalignorganizationaldevelopmentandbusinessdevelopmentandbuildstakeholders’capacity. Assistinthepreparationofacapacitybuildingplanofprojectstaffandpartnersinthefieldonmarket system development, enterprise and value chain development. Build the capacity of PGPL and FPO staff through facilitating trainings, coaching and other capacity buildinginitiativesonleadership,conflictmanagement,businessdevelopment,governance,organization development, etc. FacilitatetrainingsandothercapacitybuildinginitiativesaspertheProjectImplementationPlan(PIP). Ensurethatstakeholdershavestrongknowledgeonclimatesmartagri-enterprisedevelopment. EnsurethatstaffatthepartnerlevelareselectedandtrainedasperPGPL’sprocess

ProgramMonitoring,ReviewandReporting(20%)

EnsurethatpartnersmeetPGPL’smonitoringandevaluationrequirements. Reviewtheprojectprogress(physicalandfinancial)withpartnerstaffonamonthlybasis. Participateinongoingpartneractivitiesforqualitycontrolandimprovement. Ensurethetimelydeliveryofmilestonesrelatingtothemarketdevelopmentcomponent. Ensurethattheactivity-basedreforecastingispreparedfollowingtheparticipatorymethodandsubmitted as per the schedule. Promoteandensuretheparticipatoryself-reviewandplanning(PSRP)processateachlevelinproject. Ensurethatallprojectprogressreports(physicalandfinancial)arereviewedandsubmittedasperthe schedule. Participateinallfieldtrainingsonaquarterlybasisandregularlyattheinitialstageoftheproject. Ensurethatinternalandexternalfieldvisitsareorganizedfollowingtheorganizationalprotocol. FacilitatethecompletionofBaselineandGIMsurveyseachyear. Ensuresystematicdocumentationofsuccessesandlessonslearntforinternalprogrammaticuseand external sharing. Produceperiodicreportsandknowledgedocuments.

DevelopBusinessRelationshipswithRetailers,Processors,andOtherMarketActors(25%)

Facilitatemulti-stakeholderconsultationmeetings,workshops,andbusiness-to-business(B2B)meetings to advance better market linkages. Explorepublic,privateandproducerorganizationsforjointinitiativestoestablishviableandsustainable business ventures in forward linkages of the goat meat value chain. Identifypotentialvaluechainactors/stakeholders(forwardmarketlinkages)andfacilitatenewventures. Establishfunctionalrelationshipswithmarketactorstoovercomebottlenecksinthemarketsystem. Ensurethatagoatmarketinvestmentplanisdevelopedandimplementedonpublic,private,producer partnerships.

QUALIFICATIONSANDSKILLS:

A bachelor’s degree or equivalent in Business Administration, Rural Development, Enterprise Development,Agribusiness orarelatedfieldisrequired,plus7 yearsofrelevant experience including three(3)yearsinmanagingteamsinaninternationalorganization,ORamaster’sdegreeinarelevant field plus five (5) years of experience. Thoroughunderstandingofprogrammingprocesses,systemsandprinciples,andtheabilitytoprovide leadership and support to staff working at the community level. Solidskill,knowledge,andfoundationinproposaldevelopmentandoftheprojectmanagementprocess. Soundunderstandingofvaluechaindevelopmentonvariousagriculturalcommoditiesandthelivestock sector. Soundunderstandingofintegrateddevelopmentissuesandcriticalanalysisoftherootcausesof poverty in India. Knowledgeofstrategicplanning,programandprojectdevelopmentandimplementationprocesses (including planning, monitoring and evaluation). Demonstratedcreativity,abilitytothinksystematically,willingnessandabilitytoincorporateinnovative solutions. Excellentinterpersonalandcommunicationskillswiththeabilitytoworkcooperatively,tactfully,and diplomatically with culturally diverse groups of people. Willingnessandabilitytoassignandreviewtheworkofline-managedstaffandtouseparticipatory management skills with junior and senior staff. Knowledgeofgrantacquisitionandmanagement. Proficiencyinbasicstatisticssufficienttoanalyzedata. UnderstandingoftheGovernmentschemes,projects,provisionsandotherfacilitiesforproject communities and groups.
