Project Overview (CAFT-India)

The Children and Families Together - India (CAFT-India) project, is a five-year, consortium initiative, supported by USAID, aligning with the US Governments strategy to promote child welfare. The project is co-funded by the Rural India Supporting Trust (RIST) and focuses on strengthening local systems to support children, especially those with disabilities and in adversity, through inclusive and sustainable care reform models. It aims to scale these models across India, building on existing care reform efforts.

The consortium managing CAFT-India includes four organizations. KHSI is the prime, with Hope and Homes for Children, Child in Need Institute (CINI) and Keystone Human Services India Association (KHSIA) comprising the other members. CAFT-Indias goal is to ensure that children at risk of separation from families receive supportive, nurturing environments and that children in institutional care are reintegrated into families. The project builds on existing care reform networks, including Mission Vatsalya, and engages civil society organizations (CSOs) and networks representing children, families, and persons with disabilities in decision-making.

Key Project Components:

(1) Collective Will: Collaborating closely with state governments and CSOs, CAFT-India will create an ecosystem for inclusive community services to support family care and strengthen the implementation of national strategies;

(2) Strengthening Know-How: The project will model inclusive care reform practices in Jharkhand, focusing on children with disabilities, and expand successful strategies in up to 11 states;

(3) Capacity Building and Inclusion: CAFT-India will support state officials, CSOs, care leaver networks, and others in sharing best practices, facilitating knowledge exchange, and contributing to global care reform standards.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Chief of Party (COP), the Manager Monitoring, Evaluation and Learning (MMEL) shall provide strategic guidance, vision, and management for successful monitoring and evaluation of the program as well as for generating and translating evidence to inform programmatic adaptation. S/he shall design and oversee the projects MEL system that integrates known standard best practices with innovative methods and will be responsible for ensuring the strategic and functional integration of all MEL activities across the project Consortium.

The postholder shall play a leadership role in the conception, support, design, development, and implementation of the program monitoring and evaluation framework and information system to track delivery against targets/projections, indicators, outcomes, and impact. S/he will also be responsible for ensuring valid and verifiable data collection, reporting, and analysis, and with the COP, communicating program results to USAID and external stakeholders, and linking M&E data to a process of learning and iterative adaptation.

Specific Job Responsibilities:
(1) Develop, implement, and revise the Monitoring, Evaluation, and Learning Plan (MEL Plan) and associated project evaluation activities, including tools, materials, reports, and intervention-connected research;

(2) Establish, update, and oversee the monitoring and evaluation system for all project sites, providing training and guidance to enhance reporting capacity and quality assurance;
(3) Coordinate and support data collection by project staff and partners, offering training and logistical support as needed;
(4) Manage data processing including transfer, entry, verification, and cleaning procedures;
(5) Responsible for dispersing information through publications, reports and presentations focused on lessons learned, key findings and recommendations to government, donors, partners and stakeholders;
(6) Conduct regular data verification and quality assurance checks in accordance with approved plan;
(7) Manage internal communications regarding MEL progress and outcomes;
(8) Provide leadership and guidance on MEL to ensure project goals, objectives, and targets are achieved;
(9) Design and conduct training for project staff at district and site levels on data reporting and recording for services, conducting site visits and data review meetings as needed to foster continuous capacity development;
(10) Provide written documentation on MEL Plan activities and indicator results to COP for quarterly and annual progress reports to USAID;
(11) Analyze service delivery statistics with stakeholders to facilitate data utilization and program quality improvement;
(12) Provide data to support strategic decision-making and project planning with project leadership;
(13) Represent MEL activities in public and professional forums, including meetings, conferences, and presentations;
(14) Ensure project compliance with USAID monitoring, evaluation, research, and open data policies;
(15) Collaborate with project and financial staff to prepare and monitor project and activity budget for progress tracking;
(16) Keep abreast of current publications and information on monitoring, evaluation, and learning issues, concerns, and practices, to advise the COP on a variety of issues related to managed activities;
(17) Guide, mentor, and support the project with activity evaluation, monitoring, and reporting, including data quality control and data aggregation;
(18) Maintain a schedule of MEL activities and ensures they are carried out in a timely manner;
(19) Review and provide written comments on consortium partners (subrecipients) annual work plans and activity MEL plans to ensure that activities and targets in the work plans support the indicators and anticipated results as included in the relevant planning and tracking documents;
(20) Conduct periodic field visits to monitor activities of implementing partners to assess progress, identify and anticipate implementation problems, and make the most effective use of available program resources;
(21) Support learning and/or collaboration events to promote learning among various stakeholders, including the dissemination of lessons learned and best practices;
(22) Ensure the consortium partners understand and implement the MEL approach, including the concept and practice of the Collaboration, Learning and Adapting (CLA) methodology.

6. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicants must have bachelors degree in public health, demography, statistics, social sciences, economics, international development, or related field. A masters degree in a related field is preferred.

Experience:

(1) Minimum five years of professional experience in Monitoring, Evaluation and Learning for large, multi-year international development programs, including developing performance management plans, developing indicators and targets, conducting evaluations, and reporting on project activities;

(2) Strong understanding of MEL principles, methodologies, and best practices with experience in developing MEL frameworks and tools;
(3) Proficiency in quantitative and qualitative data analysis software and data visualization tools;
(4) Experience of working in India on projects focusing on child welfare, family strengthening, disability, or related areas are desirable;
(5) Knowledge of disability inclusion, the UN Convention on the Rights of Persons with Disabilities, and prior experience working with organizations of persons with disabilities and other recognized vulnerable groups;
(6) In-depth knowledge of USAID policies, procedures, regulations, and reporting requirements.
(7) Proven leadership in strengthening state and other local government M&E systems to improve the availability and use of data for decision making.

Skills and Competencies:

(1) Excellent communication and interpersonal skills, with the ability to effectively engage and work collaboratively with diverse stakeholders;
(2) Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment;
(3) Proven experience in promoting a culture of ongoing improvement and flexible management;
(4) Proficient in spoken, written, and reading Hindi and English, with strong verbal and written communication skills.

Gross compensation budgeted for the position is attractive and in alignment with salaries paid by leading I/NGOs for similar roles. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
