As an HSE Manager in the construction industry based in Congo, your role will be pivotal in ensuring that all health, safety, and environmental regulations are adhered to, promoting a safe and compliant work environment. You will be responsible for developing and implementing safety policies, conducting risk assessments, and leading initiatives to minimize hazards.

Key Responsibilities:

- Develop and Implement HSE Policies: Design, implement, and maintain health, safety, and environmental policies and procedures in accordance with local regulations and industry standards.

- Risk Assessment: Conduct regular risk assessments and safety audits to identify potential hazards and ensure that corrective actions are implemented.

- Training and Awareness: Organize and deliver HSE training programs and workshops for employees to enhance their awareness and understanding of safety procedures and regulations.

- Compliance Monitoring: Monitor compliance with all relevant HSE regulations, standards, and best practices. Ensure that all work activities are carried out in line with company policies and legal requirements.

- Incident Investigation: Lead investigations into accidents, incidents, and near-misses. Prepare detailed reports and implement corrective actions to prevent recurrence.

- Emergency Response Planning: Develop and maintain emergency response plans, including evacuation procedures and contingency plans for various types of emergencies.

- Documentation and Reporting: Maintain accurate records of safety inspections, incidents, and training activities. Prepare and submit regular HSE reports to management and regulatory bodies as required.

- Safety Culture Promotion: Foster a culture of safety within the organization by promoting safe work practices and encouraging proactive safety behaviors among employees.

- Regulatory Liaison: Act as the primary point of contact for regulatory agencies and external auditors. Ensure that the organization is prepared for audits and inspections.

- Continuous Improvement: Continuously evaluate and improve HSE programs and practices. Stay updated with industry trends and changes in regulations to ensure ongoing compliance and safety Bachelor's degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field.

- 4 years of experience in health, safety, and environmental management within the construction industry.

- Strong knowledge of local and international HSE regulations and standards.

- Proven experience in risk assessment, safety audits, and incident investigation.

- Excellent communication, leadership, and training skills.

- Ability to work effectively in a diverse and dynamic environment.
