Head Projects Operations

CMD / WTD / CEO (as applicable)

Role Objective

Lead RBMs end-to-end Project Delivery & Operations across multiple sites—ensuring safety, schedule, productivity, quality, and profitability. Build a system-driven execution engine: planning discipline, manpower productivity control, subcontract governance, and stakeholder management—so RBM consistently delivers the toughest jobs on time / before time.

Key Roles & Responsibilities

1) Overall Project Delivery Leadership (Multi-site)

• Lead execution of piping, structural fabrication & erection, equipment erection, shutdowns, scaffolding & O&M projects.
• Own project outcomes: schedule adherence, productivity, quality, safety, cost control, and client satisfaction.
• Create a strong site leadership structure: Project Managers, Construction Managers, Planning, QA/QC, Safety, Stores, Admin.

2) Planning, Scheduling & Control (Non-Negotiable)

• Establish planning culture using WBS, lookahead plans day), daily targets, and constraint removal.
• Drive planning tools: MS Project/Primavera + site daily dashboards.
• Ensure availability of drawings, fronts, scaffolding, materials, manpower, tools, cranes/hydras—before committing targets.

3) Manpower Productivity & Gang Control

• Define standard gang compositions and productivity norms for:

• Piping fabrication/erection, structural fabrication/erection

• Shutdown hot gang/cold gang workpacks

• Scaffolding erection/dismantling

• Daily monitoring of IND/INM, weld inches, MT erection, spools cleared, and productivity variance action plan.

• Reduce "idle manpower" through front availability planning and rapid reallocation.

4) Safety Leadership (EHS)

• Ensure zero tolerance to unsafe practices; implement visible safety leadership.
• Drive compliance: PTW, WAH, lifting plans, scaffold tagging, JSA/RA, toolbox talks.
• Ensure safety KPIs: near-miss reporting, closure, audits, training; enforce PPE and discipline.

5) Quality & Documentation Governance (QA/QC)

• Ensure quality systems: WPS/PQR compliance, welder qualifications, ITPs, stage inspections.
• Drive NDT coordination, repair rate reduction, punch clearance, turnover readiness.
• Ensure strong documentation: MDR, WIR/RFI, weld mapping, NDT reports, hydro/pressure test packs.

6) Subcontractor & Vendor Execution Control

• Develop subcontract strategy and deploy specialized subcontractors where needed.
• Ensure back-to-back work orders with clear scope, productivity targets, quality clauses, and recoveries.
• Control subcontractor performance, daily deployment, and billing readiness.

7) Equipment, Tools & Logistics Readiness

• Plan and ensure availability/utilization of cranes, hydras, manlifts, forklifts, welding machines, compressors, DG sets.
• Work with SCM/Stores to maintain critical spares and consumables and avoid work stoppage.
• Drive logistics for spools/structures movement, heavy lifts, and shutdown material staging.

8) Project Cost Control & Profitability (With Commercial/Finance)

• Own project margin: manage site overheads, rentals, consumables, manpower cost, rework.
• Monthly review of cost-to-complete, variance vs budget, margin leakage and corrective actions.
• Support billing and claims by ensuring measurement and documentation are completed on time.

9) Client & Stakeholder Management

• Maintain strong relationships with client construction managers, planning, QA/QC, safety, and contracts teams.
• Manage scope changes, constraints, shutdown priorities, and approvals smoothly.
• Lead review meetings, prepare strong MOMs, and close action items on time.

10) Systems, SOPs & RBM Execution Excellence

• Build RBM's "execution playbook":

• Planning templates, daily reporting, manpower trackers, productivity norms

• Permit systems, lifting/scaffold controls, QA formats

• Build second-line leaders; mentor PMs and site heads.

• Drive continuous improvement and reduce dependence on individuals.
